The Government of Nagaland has constituted the Third Nagaland State Finance Commission, aiming to enhance the financial health and sustainability of municipalities in the state. Under the chairmanship of Menukhol John, Retired Principal Secretary to the Government of Nagaland, the Commission’s mandate extends from April 1, 2023, to March 31, 2026, DIPR informed.
The Commission is tasked with making recommendations on various matters, including the equitable distribution of taxes, duties, tolls, and fees between the State and Municipalities. It will also determine taxes and fees that may be assigned to Municipalities, as well as grants-in-aid from the Consolidated Fund of the State. To improve the financial position of Municipalities, the Commission will assess different aspects such as tax rates, tolls, and fees, considering their potential for raising resources and avenues to reduce expenditure.

In formulating its recommendations, the Commission will carefully consider factors like balancing the receipts and expenditure of the State Government and Local Bodies, generating surplus for capital investment, and the resources of the State Government in relation to expenditure on various priorities. The Commission has opened avenues for public participation by inviting suggestions and views on these issues from the general public, institutions, and organizations. The deadline for submitting suggestions/views is September 15, 2023.

The Commission anticipates that the valuable contributions received will significantly contribute to enhancing service delivery by Municipalities and Town Councils in Nagaland.
