The Working Committee of the Naga National Political Groups (NNPG), have urged the Nagaland Government to convey the objection of the Nagas with relation to the Suo Moto Public Interest Litigation (PIL) on the constitutionality of Nagaland Petroleum and Natural Gas (NPNG) Rules and Regulations and the orders on delimitation by the Supreme Court of India.
In a representation to the Chief Minister, Nagaland, the committee has also pressed on the State Government to apprise the courts on the settled agreement made between the Nagas and the Government of India.
On the Suo Moto PIL on NPNG Rules and Regulation hearing on 24th March 2025 at Gauhati High Court, the WC, NNPG stated that the State Government should protect the rights of the people of Nagaland and inform the court that “any deliberation on the matter or a direction of the court will be an infringement on the Indo-Naga Peace talks since the subject matter has been negotiated and already has a settled position.”
On delimitation of Assembly and Lok Sabha Constituencies, Gen. Retd, M.B Neokpao Konyak, President, GPRN/NSCN(U) and Convener of WC/NNPG, P. Tikhak Naga, Ato Kilonser, NSCN/GPRN (R) and Working Convener, WC/NNPG, Col. Ret. Isak Sumi, Ato Kilonser, NSCN/GPRN (K) and Working Convener, WC/NNPG, demanded that the process of delimitation be stopped immediately.
The committee stated that the Government of India had agreed to increase the number of seats in the Legislative Assembly of Nagaland to 80, to provide representation for all the 17th Tribes in the Assembly and in the State Cabinet. It also mentioned that GoI had also agreed to raise Lok Sabha seats in the state to three.
Further, as the state government is in the process of implementing Registration of Indigenous Inhabitant of Nagaland (RIIN), the previous census records have no validity in the state, and Delimitation under the present consideration of census is not acceptable, the WC, NNPG stated.
