WRD bids farewell to outgoing Chief Engineer Er. K. Hutoi Sema

The Department of Water Resources (WRD) organised a farewell program in honour of the outgoing Chief Engineer Er. K. Hutoi Sema at the conference Hall, office of the Chief Engineer’s office, Kohima on 31st March 2025.

Reflecting on his career, Er. K. Hutoi Sema shared that throughout his tenure, he witnessed policies take shape and projects transform from plans on paper to tangible realities, always remaining conscious of their impact on local communities.

He spoke about embracing roles that many might find challenging, viewing them instead as opportunities for growth. He fondly recalled his first field visit to Tizit as a project officer for NWDPRA, a role that provided him with a depth of understanding and perspective far beyond the confines of engineering classrooms.

Er. K. Hutoi expressed that leading the department as Chief Engineer was both a challenge and an honor. Over the years, he navigated numerous challenges, participated in crucial meetings, and oversaw critical projects—all with the goal of making a genuine difference across the state. He described leading FONSESA (Federation of Nagaland State Engineering Services Association) as an unparalleled experience, witnessing firsthand how unity among engineers can drive real change. Sema held key leadership roles within FONSESA, including Joint Secretary, Vice President, and President.

Sema emphasized that true leadership is not about giving instructions but about building a strong team capable of carrying forward a shared vision. “Our work is not just about constructing structures; it’s about creating a future for coming generations,” he said. He concluded by expressing confidence in the department’s future, which he believes is in capable hands—led by brilliant minds and dedicated professionals.

Advisor, Water Resources Department, Tongpang Ozukum said after a distinguished career spanning over 35 years, Er. K. Hutoi Sema has left behind a legacy that will continue to inspire generations to come. His unwavering dedication, technical expertise, and visionary leadership have played a pivotal role in shaping the water resources sector in our state. He also noted that under Er. Sema’s leadership, the department successfully executed numerous irrigation projects, fostered strong and cordial relationships with officers of the Brahmaputra Board, the Central Water Commission, and central ministry officials, paving the way for smooth and effective communication in our future dealings.

Ozukum further said during the past three years of close association with Er. K. Hutoi Sema, both as Additional Chief Engineer and Chief Engineer, he has come to know him as a mentor, a guide, and a constant source of encouragement for his colleagues. His humility, integrity, and passion for service have left an indelible mark on all of us, especially his subordinates. And that his contributions will continue to benefit the department for many years to come. He extended his deepest gratitude for his exemplary service which will continue to inspire others, and wished his new journey will be as fulfilling as his career has been.

In conclusion, Advisor Ozukum congratulated Er. Thepfusalie Guozi on his well-deserved promotion to the crucial role of Chief Engineer. He expressed optimism for a furure of trust, cooperation and progress under the new leadership.

He commended him for his incredible leadership and contribution to the department with his technical expertise, strategic vision, unwavering dedication, positive mind-set, reliability and a level of confidence in his work as a Chief Engineer of water Resources department.
