In a significant move aimed at safeguarding the socio-economic and cultural interests of the Yimkhiung community, the Yimkhiung Akheru Arihako (YAA) has resolved to ban non-locals from establishing or expanding business operations, and prohibiting their employment in any business within Yimkhiung jurisdiction.

The resolutions were adopted during an emergency meeting held at the Shamatore Headquarters on July 27, 2025. The meeting was attended by key stakeholders including the Yimkhiung Tribal Council (YTC), Yimkhiung Women Organisation (YWO), Shamator Town Public Forum (STPF), Shamator Town Students’ Union (STSU), 11 Ward Union, and Shamator Chamber of Commerce, among others.

According to a stamen issued by YAA president, K Keyoungkhum  and  assistant general secretary, Shothsangba Yimchunger, the decision comes in response to growing concerns over the increasing influx of non-locals into the area and the perceived threat to the community’s economic interests and cultural identity. The deliberations also touched upon issues surrounding the Inner Line Permit (ILP) system and its perceived ineffectiveness in curbing such influx.

The meeting resolved that no non-locals would be allowed to enter Yimkhiung jurisdiction for the purpose of starting new businesses or expanding existing non-local ventures.

It also prohibited business owners from employing non-locals in any capacity within their shops or establishments.

The YAA emphasized that these resolutions are a direct response to the rising concerns expressed by the community regarding the socio-economic impact of unregulated non-local presence.

The YAA asserted that strict action will be taken against any individual or business owner found violating these resolutions. It called upon all stakeholders to fully cooperate in implementing the measures for the welfare and long-term interest of the Yimkhiung people.
