The Centre has so far released ₹4,102 crore to States and Union Territories for training Census functionaries, manpower assistance, technical infrastructure and payment of honorarium to personnel engaged in Census 2027, the Ministry of Home Affairs (MHA) informed Parliament on Wednesday.
According to ANI reports, Union Minister of State for Home Nityanand Rai provided the information in a written reply in the Rajya Sabha in response to questions raised by several Members of Parliament.
Rai said the training of master trainers, field trainers, enumerators and supervisors for the first phase of Census 2027 has been completed and is progressing according to the notified schedule in coordination with State and UT governments.
The Houselisting and Housing Census, the first phase of Census 2027, has already been completed in 31 States and Union Territories, while the remaining States and UTs are scheduled to complete the exercise by September 2026.
According to the latest data provided by the MHA, the first phase has been completed in Andaman and Nicobar Islands, Andhra Pradesh, Arunachal Pradesh, Bihar, Chandigarh, Chhattisgarh, Dadra and Nagar Haveli and Daman and Diu, Delhi, Goa, Gujarat, Haryana, Himachal Pradesh, Jammu and Kashmir, Jharkhand, Karnataka, Ladakh, Lakshadweep, Madhya Pradesh, Maharashtra, Meghalaya, Mizoram, Odisha, Puducherry, Punjab, Rajasthan, Sikkim, Telangana, Uttar Pradesh, Uttarakhand, Kerala and Nagaland.

The Minister said the second phase, or Population Enumeration, in the Union Territory of Ladakh and snow-bound non-synchronous areas of Jammu and Kashmir, Himachal Pradesh and Uttarakhand will be conducted from September 1 to September 30, 2026, followed by a revisional round from October 1 to October 5.
An option for self-enumeration will also be available from August 17 to August 31, 2026.
Census 2027 is being conducted using digital tools for the first time. Mobile applications for data collection and other digital platforms, including the Census Management and Monitoring System (CMMS) Portal, have been deployed for the first phase.
The government has also introduced an online self-enumeration facility for respondents for the first time. Digital tools for the second phase have also been developed.
During the Houselisting and Housing Census, information relating to housing conditions, household details, amenities and assets is being collected through a structured questionnaire containing 33 notified questions.
The MHA has reiterated that all information collected under the Census Act, 1948, will remain strictly confidential and will be used solely for statistical purposes and development planning.
