The Constitution Amendment Bill for the implementation of Women’ Reservation from the 2029 general election was defeated in the Lok Sabha on Friday after it failed to secure the required two-third majority.
In the division, 298 members voted in favour of the Bill while 230 voted against it.
Announcing the result, Lok Sabha Speaker Om Birla stated that the Bill could not be passed as it did not achieve the constitutionally mandated two-thirds majority of members present and voting.
“The Constitution (131st Amendment) Amendment Bill did not pass as it did not achieve a 2/3 majority during voting in the House,” he said.
The House had resumed discussion on the Constitution Amendment Bill (One Hundred and Thirty-First Amendment) along with the Union Territories Laws (Amendment) Bill, 2026 and the Delimitation Bill, 2026 before the voting took place.

Following the outcome, Parliamentary Affairs Minister Kiren Rijiju said the government would not proceed with the other two bills.
As per constitutional provisions, a Constitution Amendment Bill requires not only a majority of the total membership of the House but also the support of at least two-thirds of members present and voting. Additionally, certain amendments must be ratified by at least half of the State Legislatures under Article 368 (2) of the Constitution of India.
