Dimapur to host three-day training for Field Trainers ahead of Census 2027

In preparation for the First Phase of the Census of India 2027, the Office of the Deputy Commissioner and Principal Census Officer, Dimapur, has announced a three-day Field Trainers Training programme for officials from Dimapur, Niuland, Chümoukedima, Peren and Mon districts.

The training would be conducted from May 27 to 29 at the Circuit House, Dimapur. The programme is being organised in pursuance of directives received from the Directorate of Census Operations, Nagaland, Kohima. The training is aimed at equipping Field Trainers with the necessary knowledge, legal understanding, technical skills and practical exposure required for conducting Census operations efficiently during the upcoming Census exercise.

The detailed session plan reveals that the training programme would combine theoretical sessions, practical demonstrations and field-based exercises over three days. On the first day, participants would undergo registration followed by an introductory session and welcome address by the Deputy Commissioner, Dimapur. Sessions would focus on the legal aspects of Census 2027, concepts and definitions used in Census Operations, methods of engagement with Enumerators and Supervisors, ground-truthing mechanisms of HLB boundaries, preparation of layout maps and installation and overview of the HLO Mobile Application.

The second day would begin with a recap and quiz session, followed by intensive modules on HLO questions and methods of explaining concepts and definitions to Enumerators and Supervisors. Practical demonstrations will also cover methods of filling answers using the HLO App, data verification by supervisors and the roles of Enumerators and Supervisors in self-enumeration exercises. The day will conclude with sessions on data security and proper usage of the application.

On the final day, trainees would receive orientation on the Census Act and Rules, methods of approaching households, handling refusals and sensitive situations, as well as proper questioning techniques and courtesy protocols during enumeration. Trainers will also participate in role-play exercises and field visits involving sample layout map preparation and simulated data collection exercises in nearby habitation areas.

DC, Dimapur, has informed that all concerned officers and officials deputed for the training have been requested to attend the programme positively, along with concerned Master Trainers and Charge Officers for necessary action.
