The Nagaland Directorate Ministerial Service Association (NDMSA) held its 5th Biennial Conference-cum-50th General Meeting at the Capital Convention Centre, Kohima on August 7 with Director General of Police (DGP), Nagaland, Rupin Sharma, IPS, as the special guest.
Speaking as the special guest, Sharma stressed the importance of maintaining a well-organised and systematic file management system in government offices. He observed that the younger generation of employees recruited through public service examinations possess the knowledge and capability to make valuable contributions to the ministerial establishment of the directorates. At the same time, he said the experience and wisdom of senior staff, combined with the enthusiasm and fresh perspectives of younger employees, would strengthen the functioning of government offices.
Sharma encouraged all ministerial staff to familiarise themselves with the rules and procedures governing government service, particularly the Nagaland Government Servants Conduct Rules. He urged them to identify and address the root causes of challenges to improve the functioning of the State Government. Describing knowledge of government rules and regulations as a fundamental responsibility of ministerial staff, he advised them to uphold integrity and make responsible decisions throughout their careers.
Delivering the exhortation, the first Administrative Officer of the Nagaland Public Works Department (NPWD), Kroneicho Naki, recalled that the Association had been pursuing the creation of the Administrative Officer post for more than a decade. Expressing gratitude to the Government of Nagaland for recognising this long-standing demand, he said he was honoured to serve as the department’s first Administrative Officer.
Naki described ministerial staff as the backbone of the government and called upon them to carry out their duties with integrity, discipline and accountability. He encouraged them to remain committed to public service and strive to leave behind a legacy of dedication, professionalism and faithful service.
Delivering another exhortation, Vice President, CANSSEA, and Additional Director, Department of Food & Civil Supplies, I Anungba Sanglir, highlighted the role of CANSSEA as the apex body representing government employees’ associations in Nagaland. He said the association has consistently worked to bring employees’ concerns to the Government while promoting a healthy and constructive relationship between the two.

He noted that CANSSEA has taken up issues relating to service conditions, pay, pension and employees’ welfare, besides playing an important role in the implementation of the Chief Minister’s Health Insurance Scheme (CMHIS). He also said the association has been pursuing pension reforms and is actively following up on the implementation of the latest Revision of Pay (ROP) in the State.
Sanglir said these achievements demonstrate what an association can accomplish when its members work together with a common purpose. He encouraged the NDMSA to continue serving with unity, commitment and responsibility. He added that a strong association not only safeguards the interests of its members but also contributes to an efficient and responsive public service, in keeping with CANSSEA’s motto, “Progress and Prosperity Through Service.”
On behalf of the Nagaland Directorate Ministerial Service Association, Bendangsenla extended a warm welcome to the gathering and expressed delight at celebrating the association’s achievements. She acknowledged the continued support extended by DGP, Nagaland, Rupin Sharma, IPS, to the ministerial staff.
She described the creation of the post of Administrative Officer as a historic achievement, fulfilling the Association’s more than decade-long demand. She also congratulated members who had recently been promoted and extended best wishes to the first batch of participants who completed the Foundation Course Training on Secretariat Work for Ministerial Staff of the Directorates. She thanked all members for their participation and continued commitment to the Association.
