Member of Parliament, Lok Sabha and Chairman of the Airport Advisory Committee, Dimapur Airport, S Supongmeren Jamir has urged the Union Home Minister to facilitate the transfer of the remaining land presently under the occupation of the Assam Rifles Training Centre and School (ARTC&S), 3rd Mile, Chümoukedima, to the Airports Authority of India (AAI) for the development and expansion of Dimapur Airport.
In his representation to the Union Home Minister, Jamir has placed on record a series of official documents concerning the historical transfer and present occupation of the Dimapur Airfield land.
According to the documents cited in the representation, 392.72 acres of Dimapur Airfield land were handed over to the National Airports Authority (NAA), now AAI, by the Defence Estates Officer (DEO), Jorhat Circle, in 1987. A letter dated October 30, 1990 and a subsequent letter dated January 1, 1991, along with the Military Land Register, reaffirm the transfer and handing over of the 392.72 acres to the National Airports Authority.
The Military Land Register extract dated June 5, 2020 further reconfirmed the transfer and handing over of the 392.72 acres.
A Joint Survey-cum-Verification Report dated February 29, 2024 identified 148.58 acres as being under the occupation of Assam Rifles Training Centre and School (ARTC&S), Chümoukedima.
A significant development took place on May 8, 2026, when 18.8 acres of land occupied by ARTC&S at 3rd Mile, Chümoukedima, were formally handed over to AAI for the Phase-I development of Dimapur Airport. The Nagaland Government’s DIPR has also confirmed that the transfer was carried out through a joint handing-over and taking-over programme involving AAI, Assam Rifles and the State administration.
Jamir has now called for the transfer of the remaining land under ARTC&S occupation, which he states as 129.68 acres, to AAI so that the airport’s expansion can proceed beyond the immediate Phase-I requirements.

He pointed out that AAI has already submitted Master Plans 1 and 2 to the Government of Nagaland for the development of Dimapur Airport, including a new terminal building and additional aircraft parking bays. However, land constraints continue to restrict the airport’s development and have implications for its infrastructure, safety and security.
The MP stressed that Dimapur Airport is the only airport in Nagaland and serves as a critical air connectivity gateway for the State and adjoining areas. The State Government has itself acknowledged that longstanding land constraints have hampered airport expansion.
Jamir, therefore, appealed to the Union Home Minister to examine the documentary evidence placed before the Ministry and issue the necessary directions for making the remaining land available to AAI.
“Dimapur Airport is not merely an airport for Dimapur or Nagaland; it is a vital gateway for the entire region. Having already transferred 18.8 acres for Phase-I, the remaining land required for the planned development should also be released at the earliest,” he said adding the people of Nagaland deserve modern, safe and adequate airport infrastructure, and no avoidable land-related delay should stand in the way of such development.
Jamir further stated that the transfer of the remaining land would provide AAI the necessary space to implement its planned infrastructure and strengthen the capacity, safety and long-term viability of Dimapur Airport.
The MP has accordingly requested the Union Home Ministry to take time-bound and necessary action in coordination with the concerned authorities so that the remaining land can be handed over to AAI and the next phases of Dimapur Airport development can commence without further delay.
