Additional Deputy Commissioner (ADC), Mangkolemba, Moakumzuk Tzudir has declared the general shutdown called by the CSO Mangkolemba on November 5 unauthorized, directing all government offices, educational institutions, banking services and commercial establishments to remain open and function normally.

In an official order, the ADC stated that the CSO Mangkolemba, through its letter No. CSO/SEC/II-26/01 dated November 2026, had informed the office about a public meeting and general shutdown in Mangkolemba town from 9 a.m. on November 5, along with the proposed closure of business establishments, schools and offices during the meeting.

However, the ADC stated that the CSO had neither sought nor obtained prior written permission from the competent authority. Consequently, the call for closure of business establishments, schools and offices was found to be unauthorized and without any legal standing.

The order further warned that any individual, group or organisation found enforcing a forced closure, obstructing public movement or violating the directive would face strict legal action under the relevant provisions of the law.
