ADC Aghunato informs on representation submitted by ATKK

As per a representation submitted by Asuto Tokukujo Kukami Kuqhakulu (ATKK) to the ADC Aghunato, ADC, D. Robin has informed that, in taking a strong stance against multiple taxation menace under the guise of freedom movement by various Naga Political Groups (NPGs), the Sumi Baghi Hoho on 20th July 2024, has passed a resolution resolving that till such time the NPGs come under one single unified framework, various forms of taxation being paid to the NPGs in the Sumi inhabited area shall be stopped effectively w.e.f. 1st January 2025 onwards.

This move by Sumi Baghi Hoho to impose a blanket ban on taxes imposed by various Naga Political Groups has been influenced by their ignited concern on the need to put our heads together on the topic of Naga unity, transparency, and accountability. This ban is a crucial step towards streamlining tax collection by various Naga Political Groups and ensuring that all Naga Political Groups operate under a single, unified framework.

Currently, multiple Naga Political Groups impose taxes, creating a state of confusion, harassment, and exploitation towards the ordinary citizens which is affecting the local economy as well as paving a way for corruption. It is with the sole intention to eliminate the problem of multiple taxation issue and to promote a more cohesive and effective taxation system.

The Sumi apex local body encourages all the Naga Political Groups to unify and create a sustainable economic environment that will benefit all the citizens in Nagaland. In this connection, the ATKK, a conglomeration of 20 villages in the districts of Zunheboto under the administrative circle of Aghunato Sub-division, extends unflinching support to the resolution passed by Sumi Baghi Hoho and reiterates that it will implement the provision of the Hoho in toto without any favour to any Naga Political Groups.

Further, any contractors/proprietors of firms engaging in any development works within the jurisdiction of ATKK shall have to carry out all works within the framework of DPR prepared by the Government. The ATKK will not tolerate the use of sub-standard materials in construction activities and shall be ready to take legal resources if development works are carried out in deviation of DPR or specific terms and condition of the contract. As a concerned public welfare organization, ATKK shall follow the progress of developmental activities and in this connection, it urges the concerned stakeholders to maintain transparency. The ATKK welcomes all agencies and stakeholders engaged in developmental activities within its jurisdiction to inform them about any challenges faced in executing development works which may be in the form of coercive taxation demand, extortion intimidation or the like from any individual or groups. Failure to give such information, the ATKK shall refrain from extending any assistance under any circumstances.

The ATKK also urged the concerned departments to refrain from issuing any work completion certificate to the contractors/proprietors or any agencies without conducting quality check of the executed work in the presence of ATKK members and offers cooperation in the smooth execution of all developmental activities within its jurisdiction.
