The Nagaland Pradesh Congress Committee (NPCC) on Friday issued a press release with regard to the 7 November incident between Lamhainamdi village of Peren district and Kiyevi village of Chümoukedima district.

“There is no land in Nagaland without History and ownership. There is no land without boundary pillars or landmark boundaries. Ownership and transfer of land are within the customary right as is provided under Art 371(a)” began the press release.
Stating that “Traditional ownership is either hereditary or gifted, if not sold with legal documentation”, the NPCC was of the opinion that only the three parties involved in the land issue – Dumki village, Kiyevi village and Lamhainamdi village – should be considered “parties for settlement” without the involvement of any other groups.
The NPCC asserted that there was no reason why disputes could not be resolved and asked the administration “to put their heads together” in bringing about a settlement to the issue.
“British Officers have resolved many disputes without interference from the Queen,” it stated.
The release further continued: “We have seen photographs of Dy CM and the team who is also the Home Minister, taking pain in visiting incident sites and reading his appeal to people to calm down. This is not the first time we have seen photographs. The matter doesn’t stop there, people want a decision.”
Accusing the government of being afraid to make decisions and not wanting to empower the administration, the NPCC also stated: “They (Govt) wait for Civil Societies or Court to settle problems and if not, they blame civil societies.”
It further alleged that the government has neither legislated laws in 20 years to deal with civil problems nor resolved any of the boundary cases. “All they learn is how to loot,” it added.
The NPCC concluded the press release by stating that the chief minister should intervene in this matter and that boundary problems cannot be ignored.
“We have huge boundary disputes all over Myanmar, Assam, Manipur, and within State.”
