Nearly 1.5 lakh names have not found place in Nagaland’s draft electoral roll published on September 20 following the completion of the enumeration phase of the Special Intensive Revision (SIR) of electoral rolls. The draft roll covers all 60 Assembly constituencies and was published by the respective Electoral Registration Officers (EROs).

Additional Chief Electoral Officer, Awa Lorin said the exercise had now entered the claims and objections stage, with the authorities seeking to ensure that eligible electors were given an opportunity to have their names included.

According to the Office of the Chief Electoral Officer (CEO), Nagaland, the pre-SIR roll contained 13,57,208 electors. Of these, 11,99,456 electors, accounting for 88.38%, submitted Enumeration Forms during the enumeration period from August 16 to September 14.

The enumeration exercise identified 28,944 deceased electors, accounting for 2.13% of the pre-SIR roll. A further 1,23,749 electors, or 9.12%, were placed under the absent, permanently shifted or other categories, while 5,059 electors (0.37%) were identified as being enrolled at multiple places.

The CEO’s office clarified that the absent, shifted and other category covered electors who had become registered in other States or Union Territories, could not be located, had not submitted their Enumeration Forms by September 14, or were unwilling to register as electors for various reasons.

However, exclusion from the draft roll does not prevent a genuine elector from seeking inclusion. The claims and objections period will remain open until October 20, during which eligible persons may submit Form-6 along with the prescribed declaration.

Booth-wise lists of absent, shifted, dead and duplicate (ASDD) electors whose names were not included in the draft roll have been displayed at ERO and Assistant Electoral Registration Officer (AERO) offices and polling stations. The lists have also been uploaded on the CEO Nagaland website.

Electors and representatives of recognised political parties can inspect and verify the draft roll through ERO offices, Booth Level Officers (BLOs), the CEO Nagaland website and the ECINET mobile application.

The SIR exercise was undertaken across 17 Election Districts with the involvement of 44 EROs, 64 AEROs, 258 BLO Supervisors and 2,361 BLOs. Recognised political parties appointed 3,758 Booth Level Agents to participate in the process.

Meanwhile, the number of polling stations in the State has increased from 2,361 to 2,399, with 38 new polling stations created to optimise the number of electors per station and improve voter convenience.

Following the claims and objections period, the notice and scrutiny phase will continue up to November 18. During this phase, EROs will examine eligibility and issue notices in cases where applicants cannot be linked or discrepancies are found with the previous SIR electoral roll of 2005. Applicants will be given an opportunity to submit supporting documents.

The CEO’s office also stated that no name appearing in the draft roll would be deleted without following due process, including notice, enquiry and a reasonable opportunity to be heard.

An aggrieved person can appeal an ERO’s decision before the District Magistrate within 15 days. A second appeal may be filed before the Chief Electoral Officer within 30 days of the District Magistrate’s order.

The final electoral roll is scheduled to be published on November 22, 2026.
