A joint meeting of the Special Cell and the District Level Implementation & Monitoring Committee on the Solid Waste Management (SWM) Rules, 2026 was held at Deputy Commissioner’s office chamber, Dimapur, on August 4 to review the implementation of the Solid Waste Management Rules, 2026, in the district.

The meeting was chaired by Deputy Commissioner, Dimapur, Dr Tinojongshi Chang, NCS, while ADC, Dimapur, Dr Diana Patton, briefed the members on the objectives, key performance indicators (KPIs), and implementation roadmap under the SWM Rules, 2026.

Addressing the meeting, Dr Tinojongshi Chang stressed the need for coordinated efforts among all stakeholder departments to ensure effective implementation of the Rules. He urged members to strengthen monitoring mechanisms, improve inter-departmental coordination, and address challenges related to waste segregation, collection, transportation, processing, and scientific disposal.

The committee reviewed the responsibilities of the reconstituted Special Cell and deliberated on strategies to enhance public awareness, improve compliance with the Rules, and promote cleaner and healthier urban and rural areas across the district.

The meeting also reviewed the district action plan and key performance indicators, including the creation of a Special Cell for SWM under the Deputy Commissioner, identification and enumeration of Bulk Waste Generators (BWGs), mapping, assessment and bioremediation of legacy waste dumpsites, notification of SWM bye-laws by Urban Local Bodies, implementation of four-way source segregation at the ward and Gram Panchayat levels, strengthening waste processing systems, assessment of manpower requirements for sanitation service delivery, and the identification of tourist and pilgrimage sites for establishing special mechanisms for implementing the SWM Rules. Officials emphasized timely implementation of these activities to achieve the prescribed targets within the stipulated timeframe.

The committee was also briefed on the Swachhatam Portal, the Ministry of Housing and Urban Affairs’ digital monitoring platform for tracking the implementation of the Swachh Bharat Mission (Urban). The portal enables Urban Local Bodies and States to submit monthly progress reports on sanitation and waste management, facilitates GIS-based city profiling and mapping of sanitation assets, and supports standardized performance evaluation under initiatives such as the Swachh Survekshan.

Officials from the concerned departments attended the meeting and shared updates and suggestions for the effective implementation of the Solid Waste Management Rules, 2026.
