Chief Minister, Neiphiu Rio launched and virtually commissioned several key initiatives of the State Government as part of the 80th Independence Day celebration at the Nagaland Civil Secretariat Plaza, Kohima, on August 15.
The Chief Minister launched the Education Management Information System (EMIS) which is a centralised digital platform designed to collect, manage, process, analyse and disseminate educational data to support planning, administration, monitoring, and decision-making across the school education sector. The primary objective of EMIS is to enable the School Education Department and sister organisations to digitise all educational records, improve planning and resource allocation, enable real-time reporting, increase transparency and accountability, support data-driven decision making and improve educational outcomes.
EMIS currently holds information of over 1,800 government schools, personal information of over 1,00,000 government school students and fully digitised records of over 22,000 teaching and non-teaching staff. EMIS includes a single record of a student’s journey from pre-primary to class 12 and it simplifies administration while providing digital access to service records and professional development for the teachers. It will provide reliable evidence for governance, accountability and long-term educational planning for the Government.

Neiphiu Rio virtual commissioned of 10 Mega Watt Hovukhu Solar Power Plant (Phase-I & II) under the Department of New & Renewable Energy. The first phase of 5 MW commenced in April 2022 and second phase of 5 MW in December of 2023 bringing the capacity to a total of 10 MW. The project is located at Hovukhu Village, Niuland District with a total area of 50 acres and constructed at a total cost of ₹69.26 crores under SASCI and State plan and has a total generation capacity of 12 million units per annum.
In continuation of the documentation project undertaken to preserve, promote and safeguard the rich cultural heritage and traditional knowledge of the indigenous tribes of Nagaland, the Documented Books (Phase II) on Traditional Attires and Ornaments of the Angami and Sangtam Tribes published by NHHDCL was released by the Chief Minister.
Rio also virtually commissioned the Naga Integrated Settled Farming Irrigation Project at Boke Botsa Kohima, which is funded under the Chief Minster’s New Initiative Scheme in 2025 at an estimated cost of ₹150 lakhs. The project demonstrates integrated water management and sustainable development.
