Nagaland forms Working Group to rationalise government manpower; departments asked to submit staffing data by Aug 7

The Government of Nagaland has constituted a Working Group on Comprehensive Rationalisation of Manpower to undertake a state-wide review of staffing across all government departments, directorates, subordinate and field offices, boards, corporations, government institutions and state public sector undertakings.

According to a government communiqué, the Working Group, constituted vide Notification No. FIN/BUD/4-1/SLC-ERRM/WG/2026-27/63 dated July 15, 2026, has been tasked with assessing the functional justification of existing posts and recommending a rationalised staffing structure in line with the state’s fiscal consolidation objectives.

The exercise will be based on a validated post-wise establishment database, with submissions from departments serving as the primary basis for the Working Group’s findings and recommendations.

All departments and government establishments have been directed to submit their post-wise establishment data in the prescribed format, duly signed by the Head of Department and countersigned by the Administrative Head of Department, on or before August 7, 2026. The government informed that official communications have already been sent to all departments via email.

Departments have also been instructed to nominate a Nodal Officer, not below the rank of Under Secretary or Deputy Director, within three days of the publication of the communiqué and communicate the details to the Working Group Secretariat.

The government cautioned that if departments fail to submit the required information within the stipulated deadline, the Working Group will proceed using the establishment and payroll data already available on record, and the status of non-submission will be reflected in its report to the government.
