The Naga Students’ Federation (NSF) and Inner Line Regulation Commission (ILRC-NSF) have expressed gratitude to all individuals, institutions and organisations that contributed to the successful conduct of the two-day National Seminar on the Bengal Eastern Frontier Regulation (BEFR), 1873, held at Town Hall, Dimapur, on August 28 and 29.
Describing the seminar as a national-level policy consultation, the NSF and ILRC-NSF said the event provided a platform to examine the historical, constitutional, legal, administrative and contemporary dimensions of the BEFR, while facilitating informed discussions on its effective implementation in Nagaland.
The organisations expressed special appreciation to distinguished speakers and resource persons, including Senior Advocates Prashant Bhushan and Shomona Khanna of the Supreme Court of India, academic experts and scholars from universities across the Northeast, and the Home Commissioner of Nagaland, whose contributions enriched the deliberations.
They also acknowledged the presence and address of Nagaland Chief Minister Neiphiu Rio on the second day, saying his participation and observations provided significant impetus to the broader policy discourse surrounding implementation of the BEFR, 1873, in the state.
The NSF and ILRC-NSF thanked the Government of Nagaland and various departments, officers and officials for their cooperation and logistical support in ensuring the smooth conduct of the seminar.
The organisations also highlighted the contribution of Tribal Hohos and community institutions, stating that their participation and collective wisdom were indispensable to discussions concerning the rights, identity, land, people and institutions of indigenous communities in Nagaland.

Appreciation was extended to the NSF’s federating units and subordinate bodies for mobilising and facilitating delegates from across the state and beyond. Educational institutions, civil society organisations, scholars, legal practitioners, academicians, administrators, researchers and intellectuals were also thanked for contributing diverse perspectives to the discussions.
The organisers particularly acknowledged participants from other Northeastern states who travelled to Dimapur, saying their presence transformed the seminar into a broader regional platform for dialogue and exchange on the protection and effective implementation of the Inner Line framework and BEFR, 1873.
The NSF and ILRC-NSF also thanked delegates, volunteers, coordinators, media personnel, support staff and others who contributed to the programme.
They said the conclusion of the seminar should not be viewed as an end, but as an important step towards deepening public awareness, strengthening informed discourse and pursuing effective implementation of the BEFR, 1873.
The two organisations said they would continue to take forward the recommendations and insights emerging from the seminar through consultations with the government, tribal institutions, civil society, legal and academic communities and other stakeholders.
