The District Magistrate of Kohima, B. Henok Buchem, has issued a prohibitory order under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, restricting unauthorized gatherings and activities in and around Lok Bhavan, Kohima, with effect from October 28, 2026.

The order identifies Lok Bhavan and its adjoining areas as a highly sensitive security zone requiring regulated public access and heightened security measures.

According to the order, credible information indicates that unauthorized assemblies or gatherings in the area could obstruct the movement of security personnel, interfere with official duties, compromise security protocols and disturb public peace and order.

The order strictly prohibits assemblies or gatherings without prior permission from the competent authority within the designated security zone. It also bars any obstruction or interference with the movement of security personnel, authorized government officials, emergency services and other persons lawfully permitted to access the area.

Unauthorized meetings, processions, demonstrations, rallies and other activities that could compromise security or disrupt public order are also prohibited within the notified zone.

Magistrates, security personnel on duty, authorized government officials, emergency services and other persons specifically authorized by the competent authority have been exempted from the restrictions, subject to applicable security protocols.

The Senior Superintendent of Police, Kohima, and magistrates have been directed to strictly enforce the order. Violators will be liable for prosecution under the applicable provisions of the law.

The order will come into force on October 28, 2026, and remain effective until modified, extended or withdrawn by the competent authority.

The notified security zone covers Raj Bhavan, now referred to as Lok Bhavan, and its adjoining areas. Its boundaries extend along National Highway-2 (NH-2) from Box Cutting Junction to Classic Island, and along Ladies Mile Road from Classic Island to Box Cutting Island.

The District Magistrate has directed all concerned authorities and members of the public to take note of and comply with the order.
