The Government of Nagaland will launch Jan Manthan, the citizen outreach phase of Reform Utsav 2026, on October 2 in convergence with the People’s Plan Campaign (PPC) – “Sabki Yojana Sabka Vikas” through Gram Sabha/Village Council platforms across the State.
Through a press statement, Principal Secretary & Development Commissioner, Y Kikheto Sema, IAS stated that Reform Utsav is a nationwide initiative aimed at encouraging citizens to participate in governance by sharing practical suggestions for improving public services, government processes, ease of living and ease of doing business. The campaign consists of four phases- Jan Manthan (Discover), Vimarsh (Deliberate), Jan Samadhan (Deliver), and Sankalp Siddhi (Showcase). During the Jan Manthan phase, citizens will be encouraged to provide suggestions for improving government systems, procedures, technology and service delivery. The focus will be on identifying systemic reforms that can benefit the wider public rather than addressing individual grievances.

In Nagaland, Jan Manthan activities will be conducted through Village Council under the People’s Plan Campaign. Departments will use various IEC materials to create awareness about government reforms and programmes while also collecting feedback and suggestions from citizens. Suggestions received during Jan Manthan will be examined by concerned departments during the Vimarsh phase. Feasible suggestions may be taken up as quick-win reforms or developed into medium-term reform initiatives for implementation.
The Government of Nagaland has already put in place the necessary institutional framework for the campaign. The Department of Rural Development has been designated as the Nodal Department for the launch of Jan Manthan activities on October 2.
The State Government has called upon citizens, departments, district administrations, local bodies and community institutions to actively participate in Jan Manthan and contribute towards improving governance and public service delivery in line with the vision of Viksit Bharat @2047.
