Starred questions relating to the status of major road constructions in various part of the State was raised by MLA Nuklutoshi during the 14th NLA session on 14 September 2023.
On the current status of the road from Amguri NH 61(2) Tuli to Niuland via Longchem -Champang-Governor’s camp under SARDP -NE phase-B, T R Zeliang, Deputy CM and Minister-in-charge of Planning and Transformation, National Highways stated that the Final DPR has been submitted to the Ministry of Road Transport and Highways (MoRTH) amounting to Rs 3284.06 Crore on June 6, 2019.
While the DPR had been prepared, the amount has not been sanctioned.
MLA Nuklutoshi also enquired about the stretch from Nagaland Gandhi Ashram, Chuchuyimlang to Pangsha which covers a total of 167 km, to which CM Neiphiu Rio stated that seven years has passed since the road construction has not been taken up. Rio urged the Department concerned to take it up at the earliest. “The road is the lifeline for Central and Eastern Nagaland and also connects Myanmar and Assam. The road can uplift the economic status of Eastern and Central Nagaland, said Rio.
Assuring that the State government is pursuing the matter with the Centre, Rio informed that in 2022, the State Government submitted a proposal to declare the road stretch of Nagaland Gandhi Ashram, Chuchuyimlang to Pangsha International Trade Centre as a National highway which was agreed in principle and therefore it should be declared.
T.R Zeliang further mentioned that the tentative cost estimate for consultancy services for preparation of Feasibility Study and Detailed Project Report was accorded by the Ministry of Road Transport and Highways (MoRTH) in 2017. After tendering formalities, the Tender based estimate was submitted to the Ministry on 24.04.2018 for approval. “Reply in this matter is awaited despite seeking instruction from the MoRTH. To accord sanction for this road is outside the purview of State Government and the Competent Authority is Ministry of Road Transport and Highways (MoRTH), Government of India,” added Zeliang.

STATUS OF NHIDCL TWO LANE KOHIMA-BYPASS PROJECT
The status of NHIDCL project (package-4) for the construction of 2-lane road from Kohima to Bypass under NH-299 project is in its ongoing stage where the physical progress stands at 23.14 per cent and financial progress at 19.92 per cent, mentioned T. R Zeliang, Dy. CM and Minister-in-charge of Planning and Transformation, National Highways, replying to the starred question raised by MLA Kuzholuzo Nienu.
Zeliang also highlighted the safety measures undertaken by the EPC Contractor for preventing landslide and rockfall prone areas within Dimapur-Kohima 4-Lane Road in Package-I:
(i) Breast Wall along with coir mat
(ii)Rock fall protection (Rock Barrier/Netting/Bolting)
(iii) Slope Protection works with Hydro seeding
(iv) Installation of Metal Beam Crash barrier in median at vulnerable locations in Paglapahar stretch
(v) Neutralization of potentially hazardous rocks, unstable soil on hill slope at locations as identified by NHIDCL Technical Committee and HLTC, GoN.
(vi) Clearance of rock fall, debris on occurrence carried out by the EPC Contractor.
(vii) Regular patrolling carried out by the EPC Contractor during & after rainfall to maintain round the clock vigil of the ibid stretch.
(viii) EPC Contractor in continuous interaction with Traffic Police for providing road closures when clearance of slides is being undertaken.
