The Naga Students’ Federation (NSF), while expressing serious concern and displeasure over what it termed an “inordinate delay” in delivering justice to the affected students in connection with the alleged fraud case involving the National Institute of Civil Service Examinations (NICSE), has urged the Director General of Police (DGP), Nagaland to expedite action in the said case.
In a representation to the DGP, the students’ body demanded justice to be delivered to the affected students in the case against Suman Saha, Managing Director of NICSE, and his associates.
The NSF stated that an FIR/complaint was formally lodged on February 3, 2026, regarding allegations of cheating, financial exploitation, mental harassment, and the abrupt closure of NICSE coaching centres operating in Kohima, Dimapur and Chümoukedima. However, it alleged that despite lapse of considerable time since the filing of the FIR, no visible progress or concrete action has been observed.
According to the Federation, the matter concerns the future, aspirations and hard earned resources of numerous students who had enrolled in the institute for competitive examination coaching.
It alleged that the accused collected full course fees from students while failing to provide the promised educational services as assured in the institutions’ prospectus and later shut down the centres without prior notice.
The NSF further claimed that repeated appeals by students seeking refunds or completion of courses were ignored through “excuses and evasive responses.” It said the prolonged delay in investigation has aggravated the mental distress of the victims and raised concerns regarding the pace of justice delivery in cases involving students’ welfare.

In its representation, the Federation urged the DGP’s office to expedite the investigation with immediate effect and ensure that all accused persons involved are traced and brought under the purview of law, and initiate strict and exemplary legal action in accordance with existing laws.
The NSF firmly maintained that the concerned authorities must act with utmost sincerity and seriousness and appealed to the DGP to intervene personally and ensure that justice is delivered at the earliest.
