Marking the first SDPDB meeting co-chaired by James T Khulu, the newly posted ADC and Vice-Chairman, SDPDB Pughoboto, the monthly meeting of the Pughoboto SDPDB was held on July 2 at the Office of the Additional Deputy Commissioner (ADC), Pughoboto, under the chairmanship of MLA, Dr. Sukhato A Sema.
Welcoming the members, ADC James T. Khulu introduced the newly posted Officer-in-Charge of the Special Intelligence Branch (SIB), Seiboi Singson, to the Board. The members also reviewed and confirmed the minutes of the previous meeting.
Among the major decisions taken, the Board unanimously approved the LADP proposal for 2026–27, paving the way for the implementation of development projects in the sub-division.
In an effort to promote efficiency, dedication and excellence in public service, the Board resolved to institute the Sub-Divisional Best Employee Award. For the selection of officers, a committee comprising representatives from the Sumi Aphuyemi Hoho (SAH), Sumi Aphuyemi Kiphimi Kuqhakulu (SAKK), Sumi Aphuyemi Totimi Hoho (SATH) and Sumi Aphuyemi Kukami Hoho (SAKH) will evaluate nominations, with the President of SAH serving as the convener.
Heads of Offices were directed to identify deserving subordinate staff from their respective establishments and submit nominations, supported by detailed justifications, to the ADC, Pughoboto, on or before August 5, 2026.
During the meeting, SDO (Civil) Yitachu Thurr informed the Board that census operations had commenced across the sub-division but highlighted poor internet connectivity caused by power outages, which adversely affected the first day’s activities. The Board resolved to take up the issue with telecom and internet service providers to ensure adequate power backup facilities and uninterrupted connectivity for the smooth conduct of census operations and other essential government services.
The deteriorating condition of the Pughoboto–Ghathashi Road, caused by continuous heavy rainfall, also came under discussion. Considering public safety, the Board decided to temporarily restrict the movement of heavy vehicles along the affected stretch until further notice. However, light vehicles, including 407 vehicles and those engaged in essential services, will continue to be permitted.

As part of the departmental presentations, Functional Manager, Hekato K. Jimo of the Sub-District Industries Centre (SDIC), Pughoboto, presented a detailed overview of the Raising and Accelerating MSME Performance (RAMP) programme and its implementation in Nagaland.
He highlighted the scheme’s objectives of strengthening MSMEs through improved access to finance, technology, market linkages, entrepreneurship development, quality enhancement and capacity building.
Emphasising the importance of credit, Jimo stated that access to institutional finance is vital for MSMEs to invest in technology, expand production, improve quality, and generate employment. It was observed that despite several government schemes not requiring guarantors, beneficiaries often face loan rejections because of bank-specific risk policies, weak financial records, and operational challenges within the local MSME ecosystem.
Appreciating the informative presentation, the Board resolved that the Power Department would make the next departmental presentation at the forthcoming SDPDB meeting.
In preparation for the Independence Day 2026 celebration the Board further resolved to convene a coordination meeting of all Heads of Offices, heads of educational institutions and NGOs on July 15 at 11 a.m. in the ADC’s office chamber to finalise the programme and other related arrangements.
