The Dimapur Urban Council Chairmen Federation (DUCCF) has raised strong objections over the alleged issuance of an indigenous certificate to Nirmal Jain and demanded urgent action over the controversy, while also questioning his continued silence on the matter.
In a press release issued by its Information and Publicity Secretary, Ron Savino, the DUCCF said the indigenous certificate issue presents a pivotal aspect for the indigenous communities and insisted that the district administration, in the issuing of such certificates, must ensure transparency to avoid future discrepancies.
“It is imperative that we foster a transparent process in the issuance of such certificates to avoid any future discrepancies. The DUCCF appeal the district administration to kindly look into this matter in the utmost urgency in Nirmal Jain indigenous certificate,” it stated.
The Federation also expressed its solidarity with the Dimapur Naga Students’ Union (DNSU), which has already taken what it described as a commendable stand on the issue. The DNSU’s advocacy for clarity and fairness in the indigenous certificate matter, DUCCF said, not only reflects their commitment to justice for the indigenous people of Nagaland but also serves as a reminder of the importance of protecting rights and identities.
“The DNSU has articulated that the integrity of indigenous certificates is intrinsic to the cultural and social fabric of Nagaland. By standing firm against potential misrepresentation, they are advocating for the younger generation’s right to a fair representation of their identity—a belief that resonates deeply within our society,” DUCCF stated, echoing DNSU’s concerns.

It further said in a world where identity can often be commodified or misused, the DNSU is ensuring that the voices of the indigenous people are not drowned out and that their heritage is honored and preserved.
The Federation added that the fight for clear guidelines and authentication of indigenous certificates is about more than paperwork. “It’s about justice, equity, and the rightful recognition of our diverse identities. When student unions take a stand on such significant issues, it amplifies their importance, leading to constructive actions and policies that benefit society as a whole,” it noted.
The DUCCF urged the responsible authorities to address the concerns raised by DNSU with seriousness and integrity. “This is a crucial moment not only for the students but also for the integrity of our indigenous communities. The issue surrounding the Nirmal Jain indigenous certificate must be resolved with integrity, ensuring that the rights and identities of all indigenous individuals in Nagaland are upheld,” it stated.
Further, DUCCF directly questioned the silence of Nirmal Jain himself on the matter. “If he is not guilty, he should prove his stand clear,” the Federation said.
Reiterating its stand, DUCCF maintained that the DNSU has shown exemplary leadership in this matter and affirmed, “We stand in solidarity with their mission for justice and equity.”
