The Medical Engineering Division, Kohima has issued a formal assurance reaffirming its full commitment towards the proper rectification, quality control, and timely completion of the “Setting up of 50-Bedded AYUSH Hospital at Sabangya, Mokokchung” project.
The assurance was made during a joint meeting of stakeholders held on October 13 under the Principal Director, Health and Family Welfare, Nagaland.
The Division stated that all works would strictly adhere to the approved design, technical standards, and safety specifications to ensure durability and stability of the structure.
Recognizing the significance of the project for the local community, the Division pledged to execute the remaining works with transparency, accountability, and utmost quality. It further assured that the hospital, once completed, would stand as a functional healthcare facility built to last a design life of 40–50 years, subject to periodic maintenance.
According to the assurance note, all construction and rectification works would be carried out in close consultation with stakeholders and under constant supervision. The contractor’s site engineer would be stationed at the site 24×7 to oversee daily activities, while the department’s site engineer would conduct weekly inspections to monitor progress and adherence to specifications.
To ensure technical soundness, a team of qualified experts would be appointed through a transparent process to conduct tests and identify areas requiring rectification or retrofitting of RCC members. Their recommendations and timelines would be reviewed and approved by a Joint Stakeholder Supervision Team, which would include representatives from the Administration, Chief Medical Officer’s Office Mokokchung, Directorate of Health & Family Welfare, Chungtia Village Council, and Chungtia Students’ Union. The rectifications would be further certified by a reputed technical institute in the country.
The Division also confirmed that a new construction team would replace the previous labour force at the site, while strict quality control measures would be enforced throughout the process. All materials — including cement, sand, bricks, and TMT bars — will conform to IS standards, with concrete cube samples cast and tested for every batch of materials received.
Addressing concerns over structural cracks, the Division assured that both hairline and joint slab cracks would be rectified using proper bonding materials and techniques as per expert recommendations. It also emphasized that the project, once resumed, will progress without interruption and will not be sub-let under any circumstances.
To enhance transparency and coordination, a Site Record Book would be maintained to document all instructions, milestones, and progress, alongside a Request for Inspection (RFI) system to record ongoing works and future plans. The Division further declared that, in the event of any quality lapses arising due to inadequate supervision or monitoring, it would accept full responsibility for corrective measures and further action.

Reaffirming its accountability, the Medical Engineering Division committed to completing all rectifications and remaining works within the next 12 months, ensuring the delivery of a fully functional AYUSH Hospital for the people of Mokokchung.
The assurance was issued as a formal certification to all concerned authorities and stakeholders from Chungtia Village, underscoring the department’s determination to deliver the project in accordance with the highest standards of engineering, safety, and community trust.
Contractor assures quality and timely completion
In response to concerns raised by stakeholders regarding the construction quality and progress of the 50-bedded AYUSH Hospital at Sabangya, Mokokchung, the contractor, KC Infra Projects Pvt. Ltd., has issued a formal assurance reaffirming its commitment to the rectification and timely completion of the project in close coordination with all concerned authorities.
In an assurance statement addressed to the Medical Engineering Division, Kohima, the Director of the firm, Aakash Sethi, stated that the company remains fully dedicated to ensuring that all works are executed with the highest standards of safety, durability, and quality as specified under the Detailed Project Report (DPR) and applicable engineering codes.
Sethi assured that a full-time Site Engineer would be appointed at the earliest to supervise all works related to the project on a 24×7 basis. The construction activities will be closely monitored to maintain strict adherence to design, quality, and stability parameters.
The company further pledged full cooperation with the Technical Expert Team appointed for retrofitting and rectification works, providing them with complete access to site data and conditions to ensure technically sound execution. A new, competent construction team will also be deployed to replace the previous workforce, working strictly under the direction of the site engineer to maintain consistency and quality control.
In terms of material usage, Sethi guaranteed that only IS-standard materials — including cement, TMT bars, coarse aggregates, sand, and bricks — would be utilized. Concrete cubes would be cast and maintained at the site for regular strength testing, the contractor stated.
However, he said the final completion time would depend on the Report and Design provided by the Technical experts from the Retrofitting team. However, the project would be completed within 12 months.
He also stated that no works would be done without the approval from the Joint Stakeholder Supervision Team and all co-operation would be extended for efficiency and clear working directions.
Regarding the reported hairline cracks in the structure, the contractor assured that advanced rectification measures would be adopted, including the V-groove cutting technique and the use of high-grade chemical bonding materials from reputed brands such as Fosroc, Sika, or Dr. Fixit, to ensure durability and lasting performance.
He further stated that once the work recommences, it would not be halted/stopped and any unforeseen situations would be shared with the Joint Stakeholder Supervision Team for directions.
To ensure transparency and information regarding works, a Request for Inspection (RFI) log will be maintained.
The Company acknowledged that the Chungtia Students’ Union (CSU) and Chungtia Village Council (CVC) reserve the exclusive right to demand the work in the future as per the DPR vide order no MED/ENG/TB/W0/2017-18/377-78.
