Chang Students’ Conference flags rampant irregularities in Tuensang Govt offices

In an initiative to uphold transparency and administrative discipline, the Chang Wedoshi Setshang (Chang Students’ Conference) conducted a two-day inspection across all Government-established institutions within Tuensang district on June 24 and 25. The inspection unearthed widespread irregularities, absenteeism, and unethical practices among government staff.

According to a statement issued by CWS, a significant number of Grade III and Grade IV staff members were found absent from their respective postings without official leave or justification. Some attempted to provide unconvincing excuses for their prolonged absence, which were found to be baseless and unacceptable, it said.

The CWS observed that the prolonged absence of Heads of Departments (HoDs) has reportedly led to a breakdown of discipline within multiple departments.

“Many employees have taken undue advantage of this situation by proceeding on leave without proper authorization and later forging their signatures in the attendance register upon returning to duty,” it noted.

It cited an instance where due to absence of HoD, staffs from the Account Section had to travel to Kohima and Dimapur to obtain required signatures for bill processing.

The inspection also revealed instances where government employees were drawing regular monthly salaries despite not attending office or carrying out any official duties.  The CWS condemned this act as negligence of duty, misuse of public funds, and a series breach of the ethical standards expected of public servants.

In light of these findings, the Conference has issued a directive requiring specific employees—whose names have been listed in the notice—to report to their respective posting places within seven days from the issuance of the directive.

 

Additionally, all departments and government institutions under Tuensang district have been strictly instructed to maintain monthly attendance registers, which must be verified and signed by the respective HoDs. Government employees have also been warned to adhere to official working hours and uphold punctuality and professional conduct at all times.

The Conference further advised members of the public to report any grievances or irregularities directly to the office of the Chang Wedoshi Setshang.
