Chief Minister Health Insurance Scheme (CMHIS): benefits, eligibility and how to apply

The Chief Minister Health Insurance Scheme (CMHIS) was launched on 14 October by Nagaland Chief Minister Neiphiu Rio at State Banquet Hall, Kohima.

CMHIS has been launched with the aim to alleviate financial hardships due to hospitalization expenses and to prevent inaccessibility to medical care on account of affordability. CMHIS is one among the first state-specific welfare scheme wherein every citizen of the state shall be entitled to free and cashless treatment for various ailments.

The scheme will be instrumental on mitigating the risk of impoverishment resulting from hospitalization expenses. It seeks to promote access to quality healthcare services and accelerate the state’s progress towards Universal Health Coverage.

CMHIS is implemented in convergence with the Ayushman Bharat Pradhan Mantri Jan Arogyu Yojana (AB PM-JAY).

Following are the details of who all are eligible, the benefits and how one can apply for the CMHIS.

Who is eligible for CMHIS?

  1. Eligibility Criteria for Beneficiary of CMHIS (GEN) category

All indigenous and/or Permanent residents of the State who are not beneficiaries under AB PM-JAY or any other public funded Insurance scheme of the government and who are not covered under CMHIS (EP) category.

CMHIS (GEN) beneficiaries also includes non-dependant family members of CMHIS (EP) categories, employees without PIMS number, contractual, ad-hoc, fixed pay employees of the State government and contractual employees under various CSS, and their household members.

  1. Eligibility criteria for Beneficiaries of CMHIS (EP) category

CMHIS (EP) includes State government employees who are eligible for monthly Medical Allowance (MA) and or reimbursement of medical expenses under Medical Re-imbursement scheme viz

  • regular employees
  • Pensioners
  • Serving Legislators/Ex Legislators
  • Employees of State Public Sector Undertakings, Corporations and Autonomous Bodies
  • Workcharge employees (on Scale pay), and their dependent family members.

Annual Risk Cover-Sum insured per family:

*For CMHIS (GEN) beneficiary families, the Sum Insured is Rs 5,00,000/- per family per annum on a family floater basis, similar to AB PM-JAY.

*For CMHIS (EP) beneficiary families, the Sum Insured is Rs 20,00,000/- per family per annum on a family floater basis.

Furthermore, for government employees, any additional expenses beyond the sum insured shall be reimbursed on a case-to-case basis by the State government on recommendation of the State Medical Board.

Benefits under the Scheme

All beneficiaries of the scheme are entitled to free and cashless hospitalization care for various ailments including pre-existing conditions/diseases, which can be availed from any empanelled hospitals across the country. The treatment will include both surgical and medical procedures and limited day-care packages. However, OPD services and standalone diagnostics investigations will not be covered.

*CMHIS (GEN) beneficiaries will be entitled to move than 1950 medical and surgical packages across 27 major clinical specialists as well as entitlement to General ward.

*CMHIS (EP) beneficiaries will be entitled similar to that available for central government employees under the Central Government Health Scheme (CGHS) as well as differential room entitlement as per their employee grade.

Hospitals where treatment will be available:

*CMHIS (GEN) beneficiaries can avail treatment at all hospitals empanelled under AB PM-JAY within and outside the State. There are more than 28,000 hospitals empanelled under AB PM-JAY across the country.

*CMHIS (EP) beneficiaries can avail treatment at all hospitals empanelled under CGHS and hospitals within the state empanelled under CMHIS (EP). There are more than 1500 hospitals empanelled under CGHS across the country.

How to register under the scheme

  1. Registration is to be done online for Beneficiary household/ family under CMHIS as well as for AB PM-JAY.
  2. The Registration under CMHIS or enrolment under AB PM-JAY can be done either online by self or through various registration centres.
  3. For self-registration, log in to https://cmhis.nagaland.gov.in under CMHIS or log in to https://erupi.nha.gov.in/setu/ for AB PM-JAY as well as for card issuance after CMHIS Registration approval.
  4. Walk-in to any Registration Centres:
  5. All Primary Health Centre/ Community Health Centre empanelled under the AB PM-JAY CMHIS in the state and partner BIS Operators/ agencies are deemed authorized Registration Centres.
  6. Various departments at directorate and district offices are also designated as Registration Centres for respective employees.
  7. Empanelled private hospitals interested to provide registration services can be designated as Registration Centres.
  8. Registration can also be done during the Outreach Enrolment Camps of AB PM-JAY CMHIS, eSHRAM or registration camps of various welfare schemes in your locality.
  9. On verification and approval of the application for registration, the applicant will get a confirmation message over his/her registered mobile number along with Household ID assigned for his/her household/ family.
  10. Registration alone does not imply eligibility under the scheme unless the antecedent of person is verified by the verifying authority.
