Consultative workshop on cybersecurity frameworks for state data held at Kohima

A one-day State Consultative Workshop on ‘Strengthening Cybersecurity Frameworks for State Data” was held at the Directorate of Information Technology & Communication, Kohima on June 17 under the Chairmanship of Commissioner & Secretary IT&C and State CISO, Arenla Jamir.

In her keynote address, Jamir said that Nagaland has made significant progress in digital governance though the state still has much grounds to cover digital services.  She pointed that CMHIS, CM Alliance Online Scholarship, PIMS, e-Treasury, etc. have greatly transformed the way forward in governance and is delivered in the state, where citizens across the districts can access many government services that once required a trip to the district or government departments.

Emphasising that digital transformation has greatly improved services, delivery and administrative efficiency, she said it has also increased risks associated with protecting sensitive corporate data.

In this context, she added that cyber security is no longer the sole responsibility of IT department, but it is also one’s share of responsibility that requires awareness, preparedness and commitment from all government offices and employees who handles digital information.

She highlighted that during the 5th National Conference of Chief Secretaries held in December 2025, the Prime Minister of India has directed every state to assess its cyber security readiness and contribute to the development of the National Law and as a follow-up, the Stage One and Stage Two National Consultative Workshop with all IT Secretaries from 36 states has already been undertaken.

She stated that participation and suggestions in today’s Stage Three State Level Workshop would play a vital role in formative recommendations which would be submitted to the Central Ministry and translated into the resources and policy decision that would effectively benefit the state.

Since the outcome of this workshop would directly contribute to framing of a National Policy that will be table before the capital simulator during August 2026, she encouraged all participants to actively engage in all discussions and give honest impacts, remarks based on ground remedies and thereby contribute to the framing of our final National Policy.

Sr TD & SIO, NIC Nagaland, Er I Lanusungkum Aier, while sharing in brief the experiences of NIC distinct plan with collection of District Information System said, the only necessary information required is to be collected from beneficiaries, with the consent of the person concerned and also be aware that the departments information in the application should matches with the information or the data that is available with the concerned departments for easy analyzation.

Stressing on cyber security he said in today’s context many people are now beginning to avail artificial intelligence as it makes life easier, he cautioned that the information available may be more or less acceptable or correct, so one needs to have keen, accurate and clean data so that artificial intelligence will be able to analyse it accurately.

Artificial intelligence plays two sides of the problem, it either creates a lot of partnership with hackers or with people who snack information, he added.

He also called for a team data and team information and appealed to all departments to collaborate with each other for a common stand so that the information needed are already available in other departments too, or the issues that you are looking for has already been solved by other department.

In his welcome address, Director IT & C and Deputy CISO, Er Sabou Yashu said, in digital system, the security data is becoming more and more critical and important. Therefore, with the initiatives of the Government of India, the National Summit suggested to organize the state level workshop in all the state by inviting all the stakeholders from various development partners to deliberate, and to come up with a framework, to institutionalize on how to protect the digital data.

Since departments are delivering services to the citizens based on real data in real time, accurate and secure details are required to deliver right information to the citizens, he said and encouraged the participants to engage actively and share their experience, inputs, views that would go a long way to protect our infrastructure, our data and our system.

Deputy General Manager, CB, NeGD, MeitY Pooja Kandpal also briefed virtually on the National Overview, while Deputy Director, IT&C, Er Daniel Krocha projected the Core Accountability Mandates.

The workshop was attended by representatives from various government departments, administrations, technical sectors, and law enforcement agencies. The workshop culminated with vote of thanks by Additional Director, IT&C, Er Asono Mor.
