Governor of Nagaland Nand Kishore Yadav on Thursday called for a shift from a scheme-based approach to outcome-based governance, stressing accountability, inter-departmental convergence and time-bound implementation of developmental programmes in Mokokchung district.
Yadav made the call while chairing a high-level meeting at the Deputy Commissioner’s Conference Hall, Mokokchung, during his visit to the district to review key developmental schemes and projects being implemented by various government departments. The meeting was attended by elected representatives, Deputy Commissioner Ajit Kumar Verma IAS, Senior Superintendent of Police and heads of line departments.
Describing Mokokchung as the “Land of Pioneers”, the Governor said the district has a distinguished legacy in education, public service, institution building and community leadership since its inception in 1889. He said the legacy placed a responsibility on the administration to ensure effective and efficient governance.
Emphasising accountability, Yadav directed officers to undertake regular field inspections and fix responsibility for delays in implementation. He also stressed convergence, urging departments to work as one team, particularly in agriculture, tourism and youth development.
On youth and skills, the Governor called for greater focus on quality education, digital literacy, entrepreneurship and employable skills, stressing that young people should be treated as partners in development rather than merely beneficiaries of government programmes.

He also underlined the need to strengthen agriculture and the local economy through higher productivity, value addition, branding and improved market access for farmers as well as handloom and handicraft producers. Tourism, he said, should be developed sustainably in a manner that creates local employment and income while protecting the district’s environment and cultural heritage.
The Governor asked departments to assess their performance through three basic questions: “What have we achieved? What remains pending? And what specific action should be taken?” He called for reasonable targets backed by clear timelines to ensure that developmental programmes produce tangible results on the ground.
Yadav expressed optimism that coordinated efforts could help Mokokchung create greater opportunities for its youth, ensure better returns for farmers and improve delivery of essential services in every village while safeguarding its rich cultural and natural heritage.
Earlier, Deputy Commissioner Ajit Kumar Verma delivered the welcome address, while Er Neithozo Theunuo, NCS, EAC Mokokchung, presented the district profile. PowerPoint presentations were made by the Departments of Agriculture, Medical, PWD (R&B), Land Resources and DPO (ICDS).
Advisor for Water Resources Tongpang Ozukum also addressed the gathering, while Additional Deputy Commissioner Atsungba Walling, NCS, proposed the vote of thanks.
