Inclusivity must not come at the cost of compromising the indigenous Naga peoples’ rights: NSF deplores proposed candidature of Non Nagas in ULB

The Naga Students’ Federation (NSF) has written to the Chief Minister of Nagaland, Neiphiu Rio raising concern regarding the proposed candidature of Non Nagas as government nominees in the Urban Local Bodies (ULBs).

“The Urban Local bodies serve as pivotal platforms for local governance, where decisions impacting the day-to-day lives of citizens are made. For these decisions to genuinely reflect the needs and aspirations of the people, it is imperative that the representatives are closely aligned with the local indigenous communities. Indigenous representation is not merely a matter of presence but of ensuring that the unique identity, culture, and historical context of the Naga people are upheld and preserved,” stated the NSF.

Reiterating its stance on reservations in the ULBs exclusively for indigenous Nagas of Nagaland state, the NSF asserted the need to maintain the integrity and agency of the Naga people in decision-making processes at the local level.

“The inclusion of non-indigenous individuals in these reserved categories dilutes the representation of the Naga community and undermines the very purpose of these reservations,” stated the Federation.

The Federation further asserted that the essence of its stance revolves around the preservation of Naga identity, culture, and governance. With the  indigenous identity intrinsically linked to our land, traditions, and self-governance, the Federation viewed that allowing non-indigenous individuals to occupy positions meant for indigenous representatives poses a threat to the preservation of our unique cultural and social fabric.

The importance of governance structures reflecting the identity and catering to the needs and aspirations of the indigenous Naga populace was emphasised.

While advocating for the rights and representation of indigenous Nagas of Nagaland state, the NSF expressed that it also uphold the principles of inclusivity and equality.

“However, inclusivity must not come at the cost of compromising the indigenous Naga peoples’ rights. It is vital to strike a balance where all communities can thrive, yet the rights of the indigenous populations are protected and prioritized in their respective domains,” stated the NSF.

The apex student body urged the Chief Minister to reconsider the candidature of Non Nagas for the government nominee in the ULBs. It appealed the CM’s support in ensuring that the reservations within the ULBs remain exclusively for indigenous Naga individuals of Nagaland state, thereby safeguarding the identity, culture, and governance.

“We trust in your commitment to uphold the democratic principles and the rights of the indigenous people of Nagaland. We look forward to your positive response and action on this matter,” appealed the NSF.
