Naga Youth Movement urges PM Modi to implement Naga political agreements within three months

The Naga Youth Movement (NYM) has submitted a memorandum to Prime Minister Narendra Modi, urging the Government of India to immediately implement the Framework Agreement of 2015 and the Agreed Position of 2017, and resolve the long-pending Naga political issue within a time-bound framework.

In the memorandum dated June 27, which was submitted through Nagaland Governor, Nand Kishore Yadav on July 8, the organisation said it represented the aspirations of Naga youth and referred to the massive public rally held at Agri Expo, Chümoukedima, on June 25 as a reflection of growing public demand for an early political settlement.

The NYM acknowledged the political dialogue between the Government of India and Naga political groups, which culminated in the signing of the Framework Agreement with the NSCN (IM) on August 3, 2015, and the Agreed Position with the Working Committee of the NNPGs on November 17, 2017.

It also recalled that former Nagaland Governor and interlocutor R.N. Ravi had informed the Nagaland Legislative Assembly in January 2020 that the Indo-Naga political negotiations had concluded on October 31, 2019. Ravi had reiterated the same in his address to the Assembly in February 2021, stating that all contentious issues had been resolved and the peace talks had officially concluded, a statement that was acknowledged by the Assembly through a motion of thanks.

Despite these developments, the NYM said Nagaland continues to face serious challenges, including lawlessness, extortion, economic stagnation, growing unemployment, migration of educated youth, increasing social divisions, declining public trust in institutions and the proliferation of armed factions.

According to the organisation, these problems are direct consequences of the prolonged delay in implementing the political agreements and have contributed to violence, corruption, mistrust and instability in the state.

The NYM urged the Government of India to honour the commitments made under the two agreements and convene a round-table meeting of all Naga negotiators and stakeholders at the earliest to conclude a comprehensive and binding political settlement.

The organisation demanded the immediate implementation of the Framework Agreement and the Agreed Position, describing them as settled commitments that should not be subjected to further negotiations. It further called for the political solution to be implemented within three months from July 8, 2026.

The memorandum also sought an official clarification from the Government of India on its position regarding the two agreements and requested disclosure of the specific factors delaying their implementation so that the Naga people are informed of the reasons behind the prolonged process.

Warning of possible democratic action, the NYM stated that if the Government of India fails to respond positively or honour its commitments, the Naga youth would have no alternative but to pursue their own course of action, including civil disobedience and non-cooperation, to safeguard the dignity, identity and rights of the Naga people.

The memorandum was signed by Kuhoto Naga,  Idizeung Naga, Ninoto Naga, Hiketo Naga, Wekupe Naga, Molungba Naga, Elithung Naga, Mughali Naga, and Lipok Naga.
