SIR: Electors with unmapped, logical discrepancies need not appear for hearings

Electors who have received notices for being classified as “unmapped” or having logical discrepancies during the ongoing Special Intensive Revision (SIR) of electoral rolls, 2026, need not appear personally before Electoral Registration Officers (EROs) or Assistant Electoral Registration Officers (AEROs) for hearings, district election authorities in Nagaland have informed.

The clarification follows the Election Commission of India’s press note dated September 26, 2026. The ECI’s ECINET platform includes a dedicated BLO module for house-to-house verification and uploading supporting documents during SIR.

Deputy Commissioner and District Election Officer, Kohima, B. Henok Buchem, said Booth Level Officers (BLOs) would visit the residences of such electors to collect the required documents and upload them on ECINET for consideration by the concerned ERO/AERO.

Hearings would be held only in exceptional cases and, preferably, through online mode. Where a hearing is considered necessary, an elector may authorise any adult family member to attend on their behalf.

The Kohima DEO also clarified that the Declaration Form attached with Form 6 would be used only during the SIR phase. During the non-SIR period, the applicable forms prescribed under the Registration of Electors Rules, 1960, would continue to be used.

Special camps will also be conducted during SIR in areas having marginalised and vulnerable populations wherever such areas are identified.

Dimapur:

Deputy Commissioner and District Election Officer, Dimapur, Dr Tinojongshi Chang, said BLOs would visit the residences of electors who have been issued notices due to unmapped status or logical discrepancies to collect and upload the requisite documents in the BLO App.

Such electors need not visit the offices of the ERO/AERO for hearings. Only in exceptional cases, where the concerned ERO considers a hearing necessary, will one be arranged.

Where required, the hearing will be conducted online, with the date and time communicated to the concerned elector through the respective BLO at a later stage. An elector may also authorise any adult member of the family to attend the hearing on their behalf.

The Dimapur administration urged all concerned electors to cooperate with BLOs and provide the requisite documents.

Mon:

Deputy Commissioner and District Election Officer, Mon, informed citizens that all hearings scheduled so far at designated venues in connection with the SIR have been cancelled.

The decision has been communicated with reference to the ECI press note dated September 26 and the communication issued by the Chief Electoral Officer, Nagaland, on September 28.

In cases where the concerned ERO considers a hearing necessary under exceptional circumstances, it will be arranged separately. The date, time and mode of hearing, whether physical or online, will be communicated to the concerned electors through BLOs.

Meanwhile, the collection of requisite documents from electors identified as unmapped or having logical discrepancies will continue without interruption. The documents will be uploaded in the BLO App as prescribed.

Chümoukedima:

The Deputy Commissioner and District Election Officer, Chümoukedima, also issued a general information notice outlining the decisions concerning the ongoing SIR.

As in other districts, no routine physical hearing will be required for persons issued notices for being unmapped or having logical discrepancies. BLOs will conduct house-to-house visits to collect documents and upload them in ECINET for consideration by the ERO.

Hearings will be held only in exceptional cases as decided by the ERO and, preferably, through online mode. Any adult family member may be authorised by the elector to attend the hearing on their behalf.

The Chümoukedima administration also stated that adequate help desks and special camps would be created for vulnerable sections, including people living in night shelters, labourers, poor and homeless persons, to facilitate enrolment.

It further clarified that the declaration attached to Form 6 applies during the SIR, while forms prescribed under the Registration of Electors Rules, 1960, will be used during the non-SIR period.

The district administration also highlighted that electors left out during the SIR, as well as young and first-time voters, can apply to the concerned ERO for inclusion during continuous updation. EROs, AEROs and BLOs have been directed to facilitate such enrolment through special drives.

The Election Commission’s ECINET platform provides services including voter registration, electoral-roll search and communication with election officials, while its BLO module enables field verification and uploading of supporting documents for SIR.

The district administrations have urged electors to cooperate with BLOs and provide the required documents during the verification process.
