The Office of the Deputy Commissioner, Kohima, has issued a clarification regarding the Inner Line Permit (ILP) verification and awareness drive conducted on April 17, 2026, following confusion caused by viral social media posts.

According to the official statement by ADC Kohima, Ruopfükuotuo Noudi, the routine ILP drive was carried out across Kohima town, during which several defaulters were identified and fined under the provisions of the Bengal Eastern Frontier Regulation, 1873 (BEFR, 1873) in the presence of magistrates.

The clarification comes after receipts bearing Serial Numbers 1010 and 1011, which included names of defaulters and fine amounts, circulated widely online and led to misunderstandings. The DC office clarified that Receipt No. 1010 was collectively issued to three individuals with a total fine of ₹1,500, while Receipt No. 1011 covered two individuals with a total fine of ₹1,000. These individuals were reportedly apprehended at a construction site near Classic Island in Kohima.

The individuals fined under Receipt No. 1010 include Joy Singh (35), Arson Enghi (18), and Welson Teron (26), while those under Receipt No. 1011 are Binush Chingthong (19) and Dilip Phangcho (20), all residents of Karbi Anglong, Assam, working as labourers.

The office further stated that the defaulters have been called for additional verification. One of them, Welson Teron, admitted to sharing the receipts on Facebook, which contributed to the confusion.

Authorities also noted that an inadvertent printing error on the receipt coupons has been recalled and rectified.
