The District Magistrate, Peren, Hiazu Meru has issued a Standard Operating Procedure (SOP) on “Integrated Protocol for Monitoring, Enforcement, and Removal of Unauthorised Parked Vehicles on National Highways.”
The SOP was issued in strict compliance with the Supreme Court’s order dated 13.04.2026 and the Control of National Highways (Land & Traffic) Act, 2002, sets forth a robust, multi-layered enforcement framework to facilitate seamless coordination among the District Administration, Road Agency (NHIDCL/PWD (NH)), State Police and State Transport Department for the prompt removal of unauthorised parked vehicles from National Highways, thereby ensuring safe and unobstructed passage for road users.
As per the SOP, the enforcement team shall comprise the Additional Deputy Commissioner, Peren (HQ)/Additional Deputy Commissioner, Jalukie; Additional Superintendent of Police, Peren; Regional Transport Officer, Kohima i/c Peren; Executive Engineer, PWD (NH), Kohima i/c Peren; Extra Assistant Commissioner, Peren; Extra Assistant Commissioner, Ngwalwa; Office-in-Charge, NHIDCL, Peren; and PA to DC, Peren. The enforcement team shall cover NH 129A from KM 109.494 to KM 173.850 under Peren district.
Both NHIDCL and PWD (NH) patrolling units and State Police patrol teams are required to capture GPS-stamped photographic evidence of locations where vehicles are parked in an unauthorised manner on the carriageway or shoulder of National Highways/Expressways.

The NHIDCL and PWD (NH) will issue a preliminary notice as per the Control of National Highways Act, 2002, and create awareness for removal within seven days. The copy may be served to the District Magistrate.
The District Magistrate along with the State Police shall initiate action for removal of illegal parking. If the violation persists, the vehicle will be towed to a designated location using road agencies’ cranes and machinery under the supervision of the State Police.
All collected evidence shall be sent immediately to the Designated Police Officer (DPO) for formal processing and issuance of e-challans, and no manual challans shall be issued on the spot by patrolling units to ensure a centralised and transparent digital record.
The Peren District Police and associated line departments shall endeavour to establish Advance Traffic Management System for automatically detecting violation of using video cameras to be transmitted directly to the Police Department.
A summary of enforcement actions and outcomes shall be presented in the monthly meeting of the District Highway Safety Task Force for review and discussion. The NHIDCL and PWD (NH) must ensure recovery cranes are stationed at intervals not exceeding 75 km to support enforcement activities.
