AKM and ASU oppose DHE regularization of contractual teachers

BY | Monday, 21 April, 2025

Against the backdrop of growing discontentment among aspirants and protest initiated by the Combined Technical Association of Nagaland (CTAN) and Nagaland Net Qualified Forum (NNQF) against regularization of contractual employees, the Ao Students’ Conference (AKM) and Angami Students’ Union (ASU) have also expressed dismay and condemned the government’s inaction after much opposition from all the stakeholders and students community.

“The AKM laments over the fact that, if this practice is left unchecked, the future generations ability to compete in open examination will be compromised. While acknowledging the genuine concerns raised by all stakeholders, AKM firmly aligns with the stand of the Naga Students’ Federation (NSF) and its Notification dated 19th April 2025. The Federation’s commitment to meritocracy, transparency, and justice reflects the collective aspiration of the Naga youth, who seek a future free from systemic manipulation and backdoor entries,” maintained the AKM in an official statement issued on April 20.

The AKM also asserted its stance against the regularization of contractual faculty members through arbitrary dispensation bypassing the NPSC.

It urged the Government to immediately revoke the Cabinet’s decision and initiate a fresh and fair recruitment process through NPSC without delay, while also appealing for an inclusive consultation involving all stakeholders — students, civil society, educationists — to rebuild public trust and institutional integrity.

It further called for policy clari”y from the Government to prevent recurrence of such a crisis.

While the AKM acknowledged the years of service rendered by many of the contractual teachers, and the role they have played in the academic functioning of their respective institutions, it expressed, “However, such service, no matter how commendable, cannot be used as grounds for permanent appointment in the absence of a due and fair process — a process that every other aspirant has abided by.”

“We also recognize that many of these teachers have crossed the age limit for employment, a situation caused largely due to the Department/Government repeated failure to requisition posts in time to the NPSC. For this failure, the Government alone must bear responsibility. While we oppose the regularization in its current form, AKM urges the Government not to terminate these contractual employees abruptly, as doing so will cripple academic functioning and further burden our already strained higher education system,” appealed the Conference.

In a spirit of balanced justice, the AKM proposed for the continued service of the contractual employees in their current capacity on temporary basis; that fresh posts be immediately requisitioned to the NPSC; and that all future appointments adhere strictly to transparent, competitive procedures.

“The AKM is also perturbed by the circular calling for a demonstration involving students and teachers from government colleges across the state in support of the said regularization. Such a move, if allowed, would not only politicize the student community but also exploit their sentiments for causes that stand contrary to the principles of fairness and accountability. AKM also calls upon its constituent units and members to strictly refrain from participating in the proposed demonstration on 21st April 2025. Any member found violating this directive shall be held individually accountable and dealt with firmly in accordance with AKM’s code of conduct,” cautioned the AKM.

It also reminded its student community that endorsing irregularity is tantamount to endorsing corruption. “Let us not allow the hopes of thousands of aspirants to be trampled in favour of arbitrary shortcuts. Let us rise together — not in protest against justice, but in unity for a better and accountable future,” added the Conference.

It also reiterated its commitment to upholding the sanctity of NPSC and NSSB, and warned that any attempt to dilute the credibility of these institutions will meet with uncompromising resistance. “The AKM stands in solidarity with the aspirants, as they stand firm for their beliefs, it is indeed noble for the present and the future generations. The Revolution of Young Naga Minds has begun — and it begins with Truth, Merit, and Integrity,” expressed the AKM.

Angami Students’ Union (ASU)

Resolute on meritocracy and open competition, the Angami Students’ Union (ASU) asserted, “The erroneous system in the government has extensively deprived the aspirants, at the same time defacing those teachers who have rendered their valuable services. As such, the government of the day must restore the legitimate system without any delay in order to avoid further jeopardy to the society at large.”

While acknowledging the service of the contractual teachers over the years, the Union viewed that the implausible decision of the State Government to regularize these services abruptly is uncalled for.

Therefore, it has Union demanded for the immediate rollback of the Absorption Order dated of December 18, 2024 under Higher Education Department. The Union further urged the state government to promptly sit with all concerned stakeholders and address the issue on priority as demanded by the Naga Students’ Federation (NSF).

The ASU staunchly warned any authority or group from misleading the innocent students’ to involve in motives that are gratuitous. “The union shall not allow any individual/group/authority to engage in activities that confronts with what is right and what is just,” stated the Union refraining all concerned from either initiating or participating in such protests/demonstrations which are contentious and against the principles of the students’ community.

“The Angami Students’ Union shall not shy away from confronting with any authority if the wellbeing of the students and aspirants are not upheld,” cautioned the Union.
