The 5 Tribes Committee on Review of Reservation Policy has sought clarification from the Nagaland Public Service Commission (NPSC) over the allocation of posts under the Backward Tribe (BT) reservation category in the recently declared NCS, NPS & Allied Services Examination 2025 results.
In a letter addressed to the NPSC Secretary, Committee Convenor, Er Tesinlo Semy and Member Secretary, GK Zhimomi questioned the allocation of BT-reserved posts in three key services, stating that the figures appear to exceed the prescribed overall reservation percentage applicable to the 11 Backward Tribes.
The Committee pointed to the allocation of three of six Extra Assistant Commissioner (EAC) posts, or 50 per cent, to the BT category. It also cited the allocation of two of three Deputy Superintendent of Police (DySP) posts, or 66.67 per cent, and three of six Block Development Officer (BDO) posts, or 50 per cent, to the category.
Stating that these are important and premium posts, the Committee said the vacancies do not involve any backlog vacancies that would otherwise justify carrying forward or adjusting unfilled reserved posts from previous recruitment exercises.
“The above allocation therefore appears to result in the proportion of reservation under the Backward Tribe category exceeding the prescribed overall reservation limit of 41% across all categories. In particular, when the number of posts available in a particular service is small, allocation of 50% or 66.67% of the posts to one reservation category has a significant impact on the overall reservation ratio,” it stated.
It, therefore, sought clarification on the statutory or rule-based provision under which the allocations were made for the Backward Tribe category and whether reservation is calculated separately for each post or service, or on the basis of total cadre strength and roster points.

The Committee also asked the Commission to clarify whether any backlog or carried-forward vacancies from previous recruitment years were included in the allocation and, if so, to furnish details.
It further sought an explanation on how the allocation of 50 per cent of EAC and BDO posts and 66.67 per cent of DySP posts conforms to the prescribed overall reservation limit.
The Committee also asked whether the NPSC followed a roster system in making the allocations and, if so, requested disclosure of the relevant roster positions or roster points for public clarification.
“The purpose of seeking this clarification is to understand the manner in which the reservation roster has been applied and to ensure transparency and consistency in the implementation of the reservation policy, particularly in the recruitment to premium posts where the number of vacancies is limited,” the Committee stated.
The Committee urged the NPSC to provide a clear clarification on the rule and roster position under which the allocations were made.
