A committee of presiding officers, constituted on January 29, 2020 by the Lok Sabha Speaker and the Chairman of the All India Presiding Officers Conference, convened its first meeting on February 9 and 10 at Vidhan Bhavan Mumbai, Maharashtra.
The four-member committee is chaired by Rahul Narwekar, Speaker Maharashtra Legislative Assembly, and includes Sharingain Longkumer, Speaker Nagaland Legislative Assembly, as one of its members.
During the two-day meeting, comprehensive review of the constitutional and procedural framework governing disqualification of members on grounds of defection considering various legal aspects and also detailed discussions were held on what instructions should be given to the Presiding Officers across the country regarding the Tenth list.
Although no concrete decision has been passed, the committee will present some recommendations in its next meeting scheduled to be held at Bhubaneswar.

The meeting concluded with a reaffirmation of the committee’s commitment to fortify democratic institutions and ensure that the powers exercised under the Tenth Schedule remain aligned with constitutional principles and the expectations of the people.
Additionally, the Lok Sabha Speaker has nominated Speaker Nagaland Legislative Assembly, Sharingain Longkumer as a member of a separate committee tasked with drafting a Uniform Model of Rules of Procedure and Conduct of Business for legislative bodies.
