Civil defence mock drill to be held across 10 districts in Nagaland on May 7; citizens advised not to panic

As directed by the Ministry of Home Affairs, Government of India, the State Government of Nagaland has informed that it will be organising the Civil Defence Exercise and Rehearsal across 10 districts of the State namely: Dimapur, Kohima, Mokokchung, Wokha, Zunheboto, Mon, Phek, Tuensang, Kiphiri and Peren on May 7 at 4 pm. The drill will be conducted under the operation code name “Operation Abhyaas”.

In this regard, citizens has been informed not to panic at the Mock Drill exercise.

The following Modus Operandi will be taken by the concerned departments based on the following;

  • Simulation: – Incoming Air Raids, Activation of Sirens and Blackout Measures.
  • Scenario: – Fire in the building, Search and Rescue, Casualty evacuation from the damaged building from Air Offence, Temporary hospital setting, and Evacuation of civilians from endangered areas to bunkers/demilitarised zones.
  • Hourly reporting from State War Room to DGCD Control Room MHA, New Delhi.

Task and Responsibilities to be carried at the district level:

  1. Activation of siren by the District Disaster Management Authorities.
  2. Identification of urban site/conglomeration as air offence affected areas by the District Administration.
  3. Identification of minimum of 10 volunteers as victims of the air offence by the District Administration.
  4. Blackout of power in the identified air offence affected by the Power Department.
  5. Setting up of temporary hospital/mobile medical aid center by the Department of Health & Family Welfare.
  6. Identification of one particular area as a demilitarised zones for evacuation of civilians by the District Administration.
  7. Setting up of emergency communication centers by the Superintendent of Police.
  8. Setting up of Incident command center at the incident site by the Superintendent of Police.
  9. Activation of Incident Response Systems with State Command Center by the District Administration.
  10. Search and Rescue Operation by the I-Iome Guards & Civil Defence/SDRF.
  11. Fire Emergency mock drill preparedness by the Fire & Emergency Services.
  12. Ensuring essential commodities by the Deparlmenl of Food & civil supplies.
  13. Setting up of State War Room at Chief Secretary’s Conference llall by the IGP (Technical), Wireless Headquarter, PI IQ, Kohima.
  14. Department of Urban Development to assist the District Adlilillistration in identilYing the air raid affected area.
  15. Department of Road & Bridges to ensure road connectivity (luring the Illoek drill.
  16. BSNL to ensure telecom connectivity during the drill.

District Administration:

  1. Identify safe building/Areas/DemiIitarised Zone for Lodging/Billeting of Evacuated Persons
  2. Train Wardens/Volunteers for early Camouflaging ofVAs/VPs.
  3. Maintain & Equip Air Raid Shelters/Bunkers/Trenches.
  4. Issue Uniform & PPE for Civil Defence wardens/volunteers.
  5. Regular mock drill.
  6. Prepare CD Plan: Earmark I-leads/OIC of 12 services.
  7. Activate 12 services especially warden, fire fighting, depot, training, rescue etc.
  8. Enroll & train Govt. staff, wardens and volunteers and paramedics etc.
  9. Operationalise civil defence control room 24/7, earmark OIC control room and staff.
  10. Activate hotlines and radio communication links with airforce.
  11. Operationalise civil defence sirens.
  12. Train civilian around Vas/VPs,
  13. Equip Civil Defence and Local Emergency Services with essential equipment & supplies.

  1. Preparation of Civil Administration to Handle Hostile Attack.
  2. Protection &Training of Civilians.

  4. Raising public morale.
  5. To support & augment the Armed Forces Function.

State Governments

  1. Set up State Civil Advisory/lmplementation Committee
  2. Fill up vacant post of Permanent Staff, Wardens &Volunteers
  3. Risk Assessment of the Entire State;
  4. Identify VA/VPs (Military Threat)
  5. Ensure Implementation ofAir Raid Warning System, blackout, Camouflage measures
  6. Ensure Updation of CD Plan & its regular rehearsal
  7. Ensure Preparation / Updation of Evacuation plan
  8. Augment Emergency Services like Medical,Food,Water,Fire,etc
  9. Training of Civilians / Community awareness drives Monitor & Progress
  10. Reports to MH

Legal Framework: The entire exercise will be governed by the following legal framework:

  1. Civil DefenceAct, 1968.
  2. Defence of India Act/Rules 1962, 1971.
  3. Geneva Convention Act 1960.
  4. Union War Book of India-2010.
  5. Geneva Conventions 1949, Additional Protocols and IlIL.

This Civil Defence Exercise will envisage active participation of the District Controller, various district authority civil defence wardens/volunteers, Home Guard (active/reservists volunteers), NCC, NSS, NYKS Colleges/Schools, students. The exercise is aimed to assess the operational efficacy and operational coordination of various Civil Defence measures.
