NSCN(IM) claims ZUF (J) violated CoO pact, accuses group of extortion along NH-37

The NSCN (IM), through its CAO, Zeilad, Zeliangrong Region, has alleged that cadres of the Zeliangrong United Front (J) violated the terms of their Suspension of Operations (SoO)/Cessation of Operations (CoO) agreement with the Government of India by leaving their designated camp, collecting taxes and harassing civilians along National Highway 37.

In a statement, the NSCN (IM) claimed that on March 20, 2026, cadres of ZUF (J) were transported from Khoupum and dropped at Old Agro Mile by Indian security forces. It alleged that the following day, the group launched an attack on the Kaiphundai outpost.

According to the NSCN(IM), instead of returning to their designated camp after the attack, the ZUF (J) cadres allegedly remained in the area and began collecting taxes in the name of the NSCN along NH-37. The organisation further alleged that members of the public, particularly motorists travelling on the highway, were subjected to harassment.

The NSCN (IM) asserted that under the CoO agreement signed between the Government of India and ZUF (J), the group was required to remain confined to its designated camp at Mount Ararat and refrain from engaging in taxation activities. It claimed that despite repeated appeals asking the group to cease its activities along the highway, ZUF (J) failed to respond positively.

It  further stated that after exercising what it described as “considerable patience,” it fired blank shots at Kaiphundai on June 26, 2026, claiming the action was intended to prevent further bloodshed in the region.

In the statement, the NSCN also accused ZUF (J) of acting as a proxy of the Government of India with the objective of weakening the Naga national movement. “There is living proof that ZUF (J) was used by the government to transport cadres to attack the NSCN; this was also made public on social media by former cadres,” it stated.

It further said ZUF (J) misled the Zeliangrong people in the name of a “Zeliangrong Homeland”, describing the outfit as a self-styled organisation aligned with the Government to undermine the Naga political movement.

Calling for unity among Naga political groups, the NSCN urged all Naga factions operating in the Zeilad and Zeliangrong region to endorse the Framework Agreement signed between the Government of India and the NSCN on August 3, 2015. Reiterating its appeal for reconciliation among Naga groups, the organisation said the Naga political issue should move forward under the principle of “One Talk, One Agreement.”

Naga factions operating in the jurisdiction of Zeilad and the Zeliangrong region should endorse the Framework Agreement signed between the Government of India and the NSCN on 3 August 2015. The NSCN welcomes all Naga factions for reconciliation. The Naga solution is “One Talk, One Agreement.”
