Two cement concrete pavement roads in Akhoya village, covering a total stretch of 2.2 km, were inaugurated on June 27 by Nuklutoshi Longkumer, MLA, who attended the programme as the Special Guest.
The project includes the 1 km L Pangersowa Road and the 1.2 km Longchara Junction to RC Chiten Jamir Memorial Government High School Road. The roads were constructed under the Special Assistance to States for Capital Investment (SASCI) 2025-26 at a sanctioned cost of Rs 2.91 crore.
Following the inauguration, a formal programme was held at the auditorium of RC Chiten Jamir Memorial Government High School, Changtongya.
A technical report on the project was presented by Er Waloniba of the Urban Engineering Wing-III, Kohima. According to the report, the project was sanctioned in March 2026 under SASCI and the work order was issued to M/s Ensign Construction on April 30, 2026, with a stipulated completion period of 12 months. The work commenced on May 4, 2026, and was completed on June 6, 2026.
The project comprises single-lane cement concrete pavement along with side drains, two slab culverts and breast walls at required locations.
Nuklutoshi Longkumer, in his address, acknowledged the Chief Minister, Advisor Urban Development, contractors and all stakeholders involved in the project in providing the allocation. He appreciated the contractor and team for completing the work within around two months against the allotted 12-month completion period.
He also acknowledged the landowners of Akhoya for their cooperation, stating that land related issues often influence the progress of developmental works. He said that cooperation from landowners and the community plays an important role in the timely implementation of projects.
Longkumer further stated that if developmental activities are planned and carried out properly with collective efforts, more projects can be successfully implemented. He also highlighted that community participation remains important in ensuring that government projects are effectively utilised.

Addressing the gathering, Headmaster of RC Chiten Jamir Memorial GHS, I Chubasenba Longkumer, spoke on the background of the school and its importance to the community. He stated that the school, established in 1962, is among the older high schools in the state. The institution was earlier known as Government High School, Changtongya and was renamed RC Chiten Jamir Memorial Government High School in 2014 after receiving approval from the government, in memory of RC Chiten Jamir, former Chief Minister and Education Minister of Nagaland and one of the signatories of the historic Sixteen Point Agreement.
He also stated that the functioning of the school over the years has been supported through the contributions of the community, students’ organisations and staff. He expressed that the improved road connectivity would benefit students, staff and visitors accessing the school.
Chairman of Akhoya Village Council, Tiatemjen, stated that the approach road to RC Chiten Jamir Memorial GHS had remained in poor condition for a long period, causing difficulties for students and the public. He said the completion of the road project would improve accessibility to the institution and the surrounding areas.
Advocate Akum Jamir who is also the grandson of L Pangersowa reminisces about his schooling who studied at the school till Class 10 and described the completion of the road as the fulfilment of a long standing aspiration of the people and himself.
Speaking during the programme, SDO (Civil) and Executive Officer of Changtongya Town Council, Sangpangchang Longkumer, said the two roads were important for the future development of the area, particularly for students, patients and the general public. He acknowledged the support of all stakeholders and said that successful implementation of government schemes depends on public cooperation and collective effort.
Various representatives from local bodies including Akhoya Village Council, Changtongya Town Council, and representatives from Longchara, New Medical and Tzumok-Kong wards also delivered brief speeches. Earlier dedicatory prayer was offered by Rev T Lanu, Pastor of Akhoya Baptist Arogo, followed by the ribbon-cutting ceremony.
