Nagaland Police personnel suspended in alleged rape of elderly woman; statewide outrage erupts

Superintendent of Police, Kiphire, Chinese Chakhesang has initiated disciplinary proceeding against Regimental No. 240379 ABC Heluikie Nsanglung for allegedly raping a woman at Government High School Ward, Kiphire Town on June 17 and placed him under suspension with immediate effect.

An order issued by the SP directed the suspended police personnel to remain at the RHQ DEF Kiphire during the suspension period without prior permission to leave.

During the period of suspension, he is entitled to draw subsistence allowances only as per the rules, the SP stated.

Meanwhile, as investigations continue, calls for accountability, a fair and speedy probe, and exemplary punishment have intensified across Nagaland. A wave of condemnation has swept across Nagaland following the alleged rape with legislators, student bodies, community organisations, and local authorities demanding stringent action against the accused, a police personnel currently attached to the District Executive Force (DEF), Kiphire.

Expressing shock and anguish over the incident, MLA C Kipili Sangtam described the alleged crime as a “heinous and inhuman act” and a grave abuse of power by an individual entrusted with law enforcement responsibilities.

“The rape of an elderly woman by a police personnel is an atrocious abuse of power and a grave violation of human rights. Law enforcement officers hold a position of public trust, sworn to protect citizens, especially the most vulnerable,” the legislator stated.

He stressed that no uniform, badge, or authority could excuse such a crime and called for an immediate investigation, prosecution to the fullest extent of the law, and permanent removal of the accused from any position of authority. He also emphasized the need for medical care, counseling, privacy, and protection for the survivor.

USSC:

The United Sangtam Students’ Conference (USSC) also issued a strong statement condemning the alleged assault, terming it a barbaric and grossly unlawful act against a highly vulnerable individual.

The conference noted that the accused, being a member of the police force, was constitutionally entrusted with protecting the lives and liberties of citizens under Article 21 of the Constitution of India.

“Such conduct represents a gross abuse of authority, betrayal of public trust, and a violation of the fundamental rights of the victim. When law enforcement personnel themselves become perpetrators, it undermines the very foundation of the rule of law and erodes public confidence in the justice system,” the USSC stated.

The conference demanded immediate suspension and termination of the accused, registration of an FIR under stringent provisions dealing with aggravated sexual offences, a time-bound and impartial investigation preferably by a Special Investigation Team (SIT), a fast-track trial, victim protection measures, and exemplary punishment upon conviction.

Meta Noya:

Civil society organisation Meta Noya also expressed its strongest condemnation of the incident, stating that the alleged sexual assault had shocked the conscience of society.

“No woman should ever have to live in fear, whether at home, in her community, or anywhere else. Crimes of sexual violence are grave violations of human dignity and fundamental rights,” it said while urging authorities to ensure a transparent and swift investigation.

The organisation called upon citizens, community leaders, and institutions to unite against violence, abuse, and exploitation, while reaffirming its commitment to promoting human dignity and a safer society.

ARSU:

The Amahator Range Students’ Union (ARSU) termed the incident a grave violation of human dignity, bodily autonomy, and fundamental rights. The union called for a fair, impartial, transparent, and speedy investigation, stressing that no individual, irrespective of profession or social standing, should be above the law.

“The rule of law must prevail, and any person found guilty must be held fully accountable in accordance with the law,” the union stated.

KVSU:

The Kisetoog Village Students’ Union (KVSU) strongly condemned the alleged crime and described it as a barbaric act that has deeply shocked society. The union demanded prosecution under relevant provisions of the Bharatiya Nyaya Sanhita (BNS), a fast-track investigation, strong opposition to bail, and the strictest punishment permissible under law if the accused is found guilty.

GHS Ward No. 2:

The Government High School Ward No. 02 Authority also issued a statement condemning the alleged incident. While acknowledging the suspension order issued by the Superintendent of Police, Kiphire, the ward authority urged investigating agencies to conduct a fair, impartial, thorough, and speedy investigation.

The authority further extended solidarity to the victim and her family and appealed to the public to maintain peace, avoid spreading unverified information, and cooperate with the authorities during the investigation.
