The Nagaland Transparency Public Rights Advocacy and Direct Action Organisation (NTPRADAO) has warned that it will embark on its next course of action, following the delay of the PHED in constituting the SIT/Departmental Inquiry Commission as stated by the Minister Jacob Zhimomi in a live press conference on October 20, 2024.
“The NTPRADAO will be devising a multi-prone strategy to combat and go ahead with its agitational plan of action until it achieves desired result and evolve to a “significant impact logical conclusion”,” stated the organisation in a press release yesterday.
As a first step, the Organisation informed that it will be directly writing a letter (with all relevant JJM SCAM documents being attached ) to the BJP National President and Prime Minister “in order for the duo to take immediate action against Jacob Zhimomi for his stepping down on moral grounds and also for initiating Central Vigilance Commission inquiry against the Principal Secretary Mhonbemo Patton, IAAS”.
Subsequently it will submit a Memorandum detailing all the corruptions that have taken place in the JJM implementation to the Governor of Nagaland for his reference and “through him for sending it to President of India, Prime Minister and Minister for JAL SHAKTI, GOI”.
“The final and drastic action step by the NTPRADAO shall be to gather all its forces and resources it can mobilize; to initiate and sustain the public protest and mass agitation until it is successful, demanding the immediate/urgent resignation of the Hon’ble PHED Minister Shri. Jacob Zhimomi and immediate/urgent suspension of the Principal Secretary shri. Mhonbemo Patton and immediate filing of case against Shri Repangyangba Longkumer and Shri.N. Thsathrichem Sangtam, former chief engineers, PHED who served between 2019 – 2023. Additionally, the demand shall include the immediate suspension of all the then Executive Engineers who already served and some present Executive Engineers who are serving and are involved in corrupt practices between 2019 – 24,” informed the organisation.

The NTPRADAO further asserted that it will relentlessly fight to seek justice and take appropriate level of action against the erring PHED officials.
“The PHED must try to learn from the conduct of the Rural Development department, GoN and “take a leave out of it”; wherein in 2023 when the NTPRADAO appealed to the RD department to institute a SIT in the implementation of “Housing’For All 2022” PMAY – G Scheme; the RD department without wasting much time instituted the SIT/Inquiry Commission. In that instance, the NTPRADAO allegations against the RD department was for the matter that no payment was made to the beneficiaries of PMAY- G while it was learned that Rs. 74, 72, 99, 300/- ( Seventy Four Crores Seventy Two Lakhs Ninety Nine Thousand and Three Hundred Only ) has been sanctioned but misappropriated. The RD department took it with extreme seriousness and promptly constituted an SIT/Inquiry Commission and submitted its Report On Implementation Of PMAY- G on the 28th August 2023 running into hundreds of pages. The RD department even made sure that the remaining 965: beneficiaries with an outlay of Rs. 1,80,000/- ( One Lakh Eighty Thousand Only ) per beneficiary were duly released to their own beneficiary accounts, from the central share release out of Rs. 17,39,91,600/- ( Seventeen Crores Thirty Nine Lakhs Ninety One Thousand and Six Hundred Only ). Such a process culminated into a win-win situation for all the stakeholders involved and positively ended the stalemate/deadlock,” stated the Organisation.
The NTPRADAO also mentioned that during its agitational phase, it will include the demand for immediate freezing of further JJM funding from the centre and simultaneously file an PIL.
