Chang Students’ Conference launches first phase of agitation over unresolved demands

The Chang Wedoshi Setshang (Chang Students’ Conference-CWS) has announced the commencement of the first phase of agitation from June 15, alleging continued inaction and failure of concerned Department’s failure to address long-pending demands submitted by the Conference.

In a statement issued by CWS President Sanglekhamba and General Secretary N Moa, the Conference said the agitation was initiated after repeated representations, appeals, reminders and ultimatums to various departments failed to elicit any satisfactory response.

The Conference stated that it had earlier submitted a representation to the District Education Office (DEO), Tuensang, on April 17, 2026, requesting the authorities to withhold the issuance of release orders for ministerial staff posted in the DEO and Sub-Divisional Education Officer (SDEO) offices in Tuensang. Subsequently, another representation was submitted to the Principal Director of the Department of School Education, Kohima, on April 29, 2026, seeking the deployment of suitable relievers against transfer orders issued by the department.

According to the Conference, no positive response has been received from the Department of School Education till date.

The CWS further highlighted a separate issue concerning the Directorate of Information and Public Relations (DIPR). It stated that a representation was submitted to the Director of DIPR, Kohima, on February 18, 2026, opposing the transfer of staff from the District Public Relations Office (DPRO), Tuensang, without providing adequate replacement personnel.

The organization said it subsequently served a 30-day ultimatum to the department on April 23, 2026, demanding that sufficient replacement staff be posted to ensure the smooth functioning of the office. However, the department has allegedly failed to respond positively till date.

Another major grievance raised by the Conference relates to the office of the Assistant Registrar of Cooperative Societies (ARCS), Tuensang. The student body stated that it had submitted a representation to the Additional Registrar of Cooperative Societies, Kohima, on November 3, 2025, objecting to what it described as the illegal appointment of a non-indigenous individual to a Grade-IV (Multi-Tasking Staff) post in the ARCS office at Tuensang.

The Conference had reportedly demanded termination of the appointment by November 8, 2025. Following the expiration of the deadline, the CWS declared its decision to shut down the ARCS office with effect from November 19, 2025. However, it alleged that no satisfactory action has been taken by the department despite the passage of several months.

The student body said repeated attempts to seek redress through official channels had yielded no tangible results. As a final effort before launching the agitation, it served seven-day ultimatums to the Department of School Education (DoSE), the Directorate of Information and Public Relations (DIPR), and the Registrar of Cooperative Societies (RCS) on June 1, 2026.

According to the Conference, the deadlines stipulated in all three ultimatums have expired without any satisfactory response or action from the authorities concerned.

Consequently, the Conference said it was left with no alternative but to launch the first phase of agitation as a democratic means of expressing its grievances and pressing for the fulfillment of its demands.

The CWS warned that the agitation could be intensified if the concerned departments continue to remain unresponsive.

As part of the agitation, the Conference announced that the offices of the Department of School Education, the District Public Relations Office and the Assistant Registrar of Cooperative Societies in Tuensang would remain closed until its demands are satisfactorily addressed.

The organization further directed that no designated officials attached to the affected offices should perform or discharge official duties during the agitation period, whether from office premises or from any other location, including their residences.

The Conference stated that it would closely monitor compliance with the directive and reserved the right to take what it described as “appropriate and stern action” against any individual found engaging in official work in violation of the agitation measures.

The CWS maintained that it remains hopeful that the authorities will take immediate and appropriate steps to address the issues raised.
